Investigation revealed that a female victim was sexually assaulted on Mosquito Point Road, area of WAPA. Based upon video surveillance and other information received by Detectives, a suspect was identified as Carl M. Fleming Jr. Mr. Carl M. Fleming Jr., 29-years-old surrendered himself on July 25, 2022, at 8:30a.m., at the Criminal Investigation Bureau. Fleming, Jr., was arrested and charged for Rape in the 1st Degree, Assault 1st Degree, Kidnapping and Robbery 3rd Degree. The bail was set at $100,000. …

Unable to post bail, Fleming Jr., was remanded to the Bureau of Corrections pending his Advice of Rights Hearing. This case is presently under investigation by the Criminal Investigation Bureau.
