This morning, we will be addressing one of the most fundamental aspects of our job as elected senators, and that is the passage of a territorial fiscal year budget for the operations of the Government of the United States Virgin Islands. One that is balanced, and one that is in place by october 1st 2022. all budget bills were vetted in the committee of jurisdiction that is the committee on finance and on that note i really must commend the finance chair along with the members and non-members of the finance committee for completing what was a very grueling summer long agenda to ensure that all of the budgetary numbers for each agency was properly aligned and properly justified. Thank you. Thank you, Mr. Chair, and good morning to everyone in the listening audience. This budget process has definitely been a very interesting one. It's my first time. 0:38:35 and I've spent a good bit of time immersing myself with the Committee on Finance to learn about the budget process because I believe that as a senator, one of the primary duties is to understand how to appropriate funds to the local government so that they may impact services and its residents. VI Update · usvipublicrecords.com · public record, no rights asserted (CC0 1.0) 2 of 21 Legislature USVI · 09-15-22 Committee on Rules Judiciary budget cycle, of which one of them was an appropriation of $600,000 for two fire trucks for the island of St. John. as we had a fire recently in March and trying to reach some of the roads to access the home was very difficult for the firefighters. I was able to communicate with the fire chief to advocate for that. Senator DeGraff was very influential in supporting that endeavor as well. A number of things that also are advocated for, along with my colleagues, is crime victims' compensation. They have not been able to compensate victims of crime since 2016. And with the help of my colleagues, we're able to support that because they had no funding for over six years. So now 239 claimants will be able to be made whole to receive grievance services and other very critical services when it comes to rehabilitation. Mr. Chair, I will say, and colleagues, joining you this budget cycle has been very informative and educational. I'm looking forward to continuing working on this committee when it comes to finance and also rules and judiciary. 0:40:05 So that's my two minutes, and I appreciate the time, Mr. Chair. Thank you. Thank you very much, Senator Balquez. Senator Francis, you're recognized for your two minutes. Thank you very much, Mr. Chair. Good morning to you, my colleagues. Good morning to the central staff, other staff members, and good morning to the people of the Virgin Islands. Let me, too, commend certainly the administration, the executive branch for sending down the budget. And I want to especially thank the Committee of Finance for the work that they have done, the due diligence, and work that they have done to go through all of the agencies, a review of this budget process and this budget cycle. I had the opportunity to sit in most, if not all, of the budget hearings that I've done during my entire time at the legislature, my four terms, because I think it's very critical for us to be able to, again, glean what's happening in regards to our finances, as well as the expenditures of the government to the Virgin Islands. I attended markup, I attended wrap-up, and of course today we're here in Rules Committee for the purpose of the clearing house and moving these measures forward and as the chair have indicated we'll be moving these measures forward with the pursuant to a closed rule because again all of the work that have been done by myself and all my colleagues will be for naught. If there is some significant change made it'll throw everything out of whack and our goal here is to make sure that we're moving a balanced budget you know just some observation that was made during the the review of the budget we continue to see a number of vacancies throughout government um we continue to see that the federal monies are not expended as timely as as necessary i think it's something that we definitely have to take a more active role on to ensure that we're expending all of federal monies um but you know i believe that um you know the budget cycle this this time around has been done before this body have have really been on target and on mark in in terms of the 0:40:53 monies that we intend to collect it's basic basic accounting really 30 seconds revenues coming in and expenditures going out we are not for profit uh government um however we have to continue to operate in in the block we see that there's some requests being made uh for the purpose of some funds transfer and you know it's critical that we continue to to ensure that we are operating in the block and not in the red so i'm very much happy to be a part of this process we also have a rainy day fund you know believe it or not um that that will be available again for those days um that we don't see the red news coming in as expected uh thank you very much mr chair uh for the time again i'm happy to be a part of this process and look forward as we continue to move this budget cycle to session day thank you thank you very much senator francis senator gittins you're recognized for your two minutes. 0:43:11 Thank you, Mr. Chair. I just also put my comments that I commend the finance chair and his committee members, inclusive of other non-committee members who participated in the finance hearings. I too have participated in most of these hearings and I'm comfortable in casting my vote at the appropriate time. I just want to encourage the executive branch agencies that are responsible for collections to be a bit more proactive in their collections so that we can collect funds that's needed to run this government. I've always said that we need to run our operations as if we're running a business. 0:44:13 The only difference is that the government will not be running its affairs for a profit, but at least running its affairs where you can collect the revenues that's needed to carry out the functions of this government so that we can provide the services to the people of this territory. Again, not only commending the finance committee, I also thank the executive branch for sending down their budget. However, I truly wish that in the future that we wouldn't have 30 seconds and saying that we can do more with less or that they were told to just say that this is sufficient when we know that it may not be sufficient. 0:45:07 However, as we see when the executive branch and the legislative branches come together and work together, we can reach high places. I, too, definitely would like to say, you know, big thank you to the finance chair and his committee and all others senators who took part in this process. This is one of the most rigorous parts of this position as a senator, and it's a pleasure to be there and listen to the different agencies as they come lobbying for the funds and stuff like that. I did take part in a lot of these finance here, and it's a learning process every day. It's the second go wrong. I definitely would like to say thank you to the administration for their part in sending it down in a timely manner. 0:46:41 And as, again, I said, the finance chair and his team did an awesome job in completing it in a timely manner. What I would like to see is that the agencies, them, who have funding to do different things in their department, that they utilize the fund and not come back to the end of the year. And we see a lot of these agency funds not being spent. But I definitely would like to encourage those, commit those agency head to make sure to tap into those government funds that are there and let's not continuously send back money to the federal government. At the appropriate time, I definitely will be voting in the affirmative because I see that it's balanced and it's ready to go forward. 0:47:20 Thank you very much for the time, Mr. Chair. A pleasant good morning to you and our colleagues, as well as the listening and viewing audience. I, too, join my colleagues in really giving high kudos to the Chairman of the Finance Committee and all the Finance Committee members, as well as the hardworking post-audit staff. and the Finance Committee Chairman's staff, and all of the members who attended the Committee on Finance budget hearings, the markup, as well as the wrap-up. I attended most of the budget hearings, and I did attend the markup, as well as the wrap-up, even though I am not a member of the Committee on Finance. We have done an awesome job in putting forward a really conservative and realistic budget for the government of the Virgin Islands. There are pieces in there that even look at wages, increases for our hardworking people of the government of the Virgin Islands. So I stand ready to support these measures and these measures as we go forward. I also want to note that we were able to put in place a number of funding for a non-profit organization especially them geared at young people and youth activities such as the boys and girls club of saint thomas the marine vocational program and these and the little league these are key organizations that help to shape and the leadership and the quality of our young people especially based on a lot of 30 seconds issues and the violent activities and fights and brawls we're seeing in our schools so i'm urging parents get your young people involved in some of these non-profit organizations these youth activities going forward so that they can keep engaged we cannot afford to have them having any idle time thank you so much mr chairman for the time and i don't want to abuse my time and and as when we go forward to vote i will be voting in the affirmative and all of these measures thank you so much mr chair thank you very much Senator Joseph, Senator Whittaker, you're now recognized for your two minutes. 0:48:04 Good morning, Chairman. Good morning, colleagues. Good morning to people of Virgin Islands. I, too, also join in just really commending the effort, of course, with the Finance Committee Chairman, his team, and all the Senators, part of the Finance Committee. I will, though, as I've participated in budget hearings, really continue to emphasize the need for performance-based budgeting. We as senators are continuing to kind of go into this process with our blinders, sort of blinded, because in fact we are not in that space. And the reason why performance-based budgeting is so important, it's going to be able for us to properly, in different areas, see the gains and the goals achieved by agencies, as well as really address the proper spending of our funds. And so we need to move in that direction. there are over 30 states that in fact make sure as legislators that they do performance-based budgeting i do acknowledge that the office of management budget director has in fact gone in that direction but i but to this budget process it was not no information for each each agency was provided as to them adhering to performance-based budgeting i'll also highlight the importance of how we fund our organizations through my office i feel that a number of non-profits and sent it through the finance committee chair and really ensuring that when we're properly funding key programs in our community because those are very same programs are going to help assist members of our community and i do wish to see a lot more transparency between the executive legislative branch by way of funding i recognize we have a system 30 seconds. Through open government, we can get details. However, as we deal with how we spend the funds, as we aggressively address the proper spending of funds, that's something that even through this process and going forward, we have to improve. Again, I commend the effort. I also support all the measures, as well as I'm a person that continues to champion the rights of workers, because I also believe where we've also fallen behind is ensuring that staff receives their annual increases, and as well as their entitlement to retracted monies. 0:50:39 Thank you, Chairman.
