ACT NO. 69°74 Y scvsean BILL NO. 27-0063 GOVERNOR TWENTY-SEVENTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2007 An Act amending 17 V.I.C., chapter 44 and enacting “The Dropout Prevention Act of 2007” --0-- WHEREAS, the Legislature recognizes that a growing proportion of young people is not making a successful transition to a productive adult life; and WHEREAS, the Legislature further recognizes that traditional programs do not meet all students’ educational needs and interests, which causes these students to become unmotivated, truant, disruptive, fail classes, graduate as dysfunctional illiterates, or drop out of school; and WHEREAS, the Legislature has found that the school dropout rates coupled with the retention rates have skyrocketed and reached unacceptable levels within the territory; and WHEREAS, it is evident that a child who does not successfully complete his education is severely limited in achieving his potential, and becoming a productive member of society; and WHEREAS, astute leadership demands that the Legislature act to authorize and encourage the Department o …
