SHORT TITLE. 3 This Act may be cited as the ‘‘Castle Nugent National 4 Historic Site Establishment Act of 2010’’. 5 SEC. 2. DEFINITIONS. 6 In this Act: 7 (1) HISTORIC SITE.—The term ‘‘historic site’’ 8 means the Castle Nugent National Historic Site estab- 9 lished in section 3. 10 (2) SECRETARY.—The term ‘‘Secretary’’ means 11 the Secretary of the Interior. 12 SEC. 3. CASTLE NUGENT NATIONAL HISTORIC SITE. 13 (a) ESTABLISHMENT.—There is established as a unit 14 of the National Park System the Castle Nugent National 15 Historic Site on the Island of St. Croix, U.S. Virgin Is- 16 lands, in order to preserve, protect, and interpret, for the 17 benefit of present and future generations, a Caribbean cul- 18 tural landscape that spans more than 300 years of agricul- 19 tural use, significant archeological resources, mangrove for- 20 ests, endangered sea turtle nesting beaches, an extensive bar- 21 rier coral reef system, and other outstanding natural fea- 22 tures. 23 (b) BOUNDARIES.—The historic site consists of the ap- 24 proximately 2,900 acres of land extending from Lowrys 25 VerDate Nov 24 2008 22:01 Jan 12, 2010 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6203 E:\BILLS\H3726.RH H3726 mstockstill on DSKH9S0YB1PROD with BILLS 4 •HR 3726 RH Hill and Laprey Valley to the Caribbean Sea and from 1 Manchenil Bay to Great Pond, along with associated sub- 2 merged lands to the three-mile territorial limit, as generally 3 depicted on the map titled ‘‘Castle Nugent National His- 4 toric Site Proposed Boundary Map’’, numbered T22/ 5 100,447, and dated October 2009. 6 (c) MAP AVAILABILITY.—The map referred to in sub- 7 section (b) shall be on file and available for public inspec- 8 tion in the appropriate offices of the National Park Service, 9 Department of the Interior. 10 (d) ACQUISITION OF LAND.— 11 (1) IN GENERAL.—Except as provided in para- 12 graph (2), the Secretary is authorized to acquire 13 lands and interests in lands within the boundaries of 14 the historic site by donation, purchase with donated 15 or appropriated funds, or exchange. 16 (2) U.S. VIRGIN ISLAND LANDS.—The Secretary 17 is authorized to acquire lands and interests in lands 18 owned by the U.S. Virgin Islands or any political 19 subdivision thereof only by donation or exchange. 20 SEC. 4. ADMINISTRATION. 21 (a) IN GENERAL.—The Secretary shall administer the 22 historic site in accordance with this Act and with laws gen- 23 erally applicable to units of the National Park System, in- 24 cluding— 25 VerDate Nov 24 2008 22:01 Jan 12, 2010 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6203 E:\BILLS\H3726.RH H3726 mstockstill on DSKH9S0YB1PROD with BILLS 5 •HR 3726 RH (1) the National Park Service Organic Act (39 1 Stat. 535; 16 U.S.C. 1 et seq.); and 2 (2) the Act of August 21, 1935 (49 Stat. 666; 16 3 U.S.C. 461 et seq.). 4 (b) SHARED RESOURCES.—To the greatest extent 5 practicable, the Secretary shall use the resources of other 6 sites administered by the National Park Service on the Is- 7 land of St. Croix to administer the historic site. 8 (c) CONTINUED USE.—In order to maintain an im- 9 portant feature of the cultural landscape of the historic site, 10 the Secretary may lease to the University of the Virgin Is- 11 lands certain lands within the boundary of the historic site 12 for the purpose of continuing the university’s operation 13 breeding Senepol cattle, a breed developed on St. Croix.
