July 15, 2022 USVI Department of Planning & Natural Resources Division of Coastal Zone Management 45 Mars Hill Frederiksted, VI 00840 To Whom It May Concern: On behalf of the Government of the U.S. Virgin Islands, Department of Public Works, and in cooperation with the US Department of Transportation, Federal Highway Administration, Eastern Federal Lands Highway Division, we are hereby submitting a Coastal Zone Management (CZM) Permit Application package in reference to our VI-ST ER STX (003) project. We have been contracted by Eastern Federal Lands Highway Division for this Design Build ER project here on St. Croix, USVI. The projects include repair/replacement of two (2) bridges over guts, a double culvert crossing into a lagoon, and 12 other road/culvert repairs around the island. The VI-ST ER STX (003) project consists of the removal of damaged asphalt and concrete pavement, pipe culverts, guardrail, retaining walls, embankment material, utility lines and poles, bridges, and other debris; and the installation of aggregate base, asphalt pavement, concrete pavement, pipe culverts, guardrail, gabion or concrete retaining wall, embankment stabilization, riprap, paved waterway, headwall, drainage inlets, cleaning drainage structures, reconditioning shoulders and ditches, replacing bridges, culvert, and utilities to provide fully functional roads, drainage systems, bridges, and utilities, complete and in place. The project also includes obtaining permits, utility coordination, right-of-way (ROW) acquisition, erosion and sediment control, temporary traffic control, pavement markings, and other miscellaneous work.
