EXTENSION OF THE SUPPLEMENTAL SECURITY 3 INCOME PROGRAM TO PUERTO RICO, THE 4 UNITED STATES VIRGIN ISLANDS, GUAM, AND 5 AMERICAN SAMOA. 6 (a) IN GENERAL.—Section 303 of the Social Security 7 Amendments of 1972 (86 Stat. 1484) is amended by strik- 8 ing subsection (b). 9 VerDate Nov 24 2008 19:18 May 24, 2009 Jkt 079200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2582.IH H2582 hsrobinson on PROD1PC76 with BILLS 2 •HR 2582 IH (b) CONFORMING AMENDMENTS.— 1 (1) DEFINITION OF STATE.—Section 2 1101(a)(1) of the Social Security Act (42 U.S.C. 3 1301(a)(1)) is amended by striking the 4th sentence 4 and inserting the following: ‘‘Such term when used 5 in title XVI includes Puerto Rico, the United States 6 Virgin Islands, Guam, and American Samoa.’’. 7 (2) ELIMINATION OF LIMIT ON TOTAL PAY- 8 MENTS TO THE TERRITORIES.—Section 1108 of 9 such Act (42 U.S.C. 1308) is amended— 10 (A) in the section heading, by striking ‘‘; 11 LIMITATION ON TOTAL PAYMENTS’’; 12 (B) by striking subsection (a); and 13 (C) in subsection (c), by striking para- 14 graphs (2) and (4) and redesignating para- 15 graphs (3) and (5) as paragraphs (2) and (4), 16 respectively. 17 (3) UNITED STATES NATIONALS TREATED THE 18 SAME AS CITIZENS.—Section 1614(a)(1)(B) of such 19 Act (42 U.S.C. 1382c(a)(1)(B)) is amended— 20 (A) in clause (i)(I), by inserting ‘‘national, 21 or’’ after ‘‘citizen’’; and 22 (B) in clause (ii), by inserting ‘‘or na- 23 tional’’ after ‘‘citizen’’. 24 VerDate Nov 24 2008 19:18 May 24, 2009 Jkt 079200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2582.IH H2582 hsrobinson on PROD1PC76 with BILLS 3 •HR 2582 IH (4) TERRITORIES INCLUDED IN GEOGRAPHIC 1 MEANING OF UNITED STATES.—Section 1614(e) of 2 such Act (42 U.S.C. 1382c(e)) is amended by strik- 3 ing ‘‘and the District of Columbia’’ and inserting ‘‘, 4 the District of Columbia, Puerto Rico, the United 5 States Virgin Islands, Guam, and American 6 Samoa’’. 7 (c) EFFECTIVE DATE.—The amendments made by 8 this section shall take effect on October 1, 2009. 9 Æ VerDate Nov 24 2008 19:18 May 24, 2009 Jkt 079200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H2582.IH H2582 hsrobinson on PROD1PC76 with BILLS
