ACT NO, %464 BILL NO. 29-0452 TWENTY-NINTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2012 An Act to recognize and honor Dale “Bakimba” Rogers posthumously for his many years of dedicated service and contributions to the Virgin Islands community ---0--- WHEREAS, on April 22, 1954, in St. Thomas, Virgin Islands Marilyn Victoria Rogers (deceased) gave birth to Dale Alphonso Rogers, the third of her eight children; and WHEREAS, Dale grew up in “Seventh Day Street Alley” and “Round de Field” with his adopted mother, Mrs. Rosamond Alberta Smith-Clendinen and extended adopted family; and WHEREAS, Dale attended the Abraham Lincoln (now J. Antonio Jarvis) Elementary School, and the Wayne Aspinall (now Addelita Cancryn) Junior High School, where he met the love of his life, Denise “Jamila” Petersen; and WHEREAS, Dale relocated to the mainland and began his secondary education at the Indiana Job Corps and earned his General Education Diploma; and WHEREAS, Dale, upon returning to St. Thomas, Virgin Islands, resided in Tutu High Rise and Paul M. …
