Notwithstanding 33 V.I.C. §3076 (c), the following sum, or so much it as may be necessary, is appropriated from the Sewer Waste Water Fund for operating expenses, including maintenance, supplies, machinery and equipment and other purposes of Waste Management Authority for the fiscal year October 1, 2007 through September 30, 2008, and the sum remains available until expended. …
