VIPD continues to take steps to maintain substantial compliance with the use of force, citizen complaint and management and supervision provisions of the Consent Decree. As required by the Consent Decree, VIPD continues to identify, report and investigate use of force cases. The Use of Force Workgroup (“UOFWG”) and Management & Supervision /Citizen Complaint Work Group (“MSCCWG”) continue to meet on a weekly basis to review use of force and citizen complaint investigations. The workgroups conduct reviews of the investigative files to determine if clarification, revision, or inclusion of additional information is warranted. …
