Joseph Stadium Project Dear Director Williams-Octalien, As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I respectfully invite you to testify at an oversight hearing scheduled for Wednesday, November 19, 2025, at 1:00 PM, at the Frits E. Lawaetz Legislative Chamber on St. Croix. This hearing will evaluate the fiscal, administrative, and construction progress of the Paul E. Joseph Stadium Project as it nears its targeted completion in December 2025. Your office’s role in oversight, funding coordination, and disaster recovery management is critical to understanding both the progress and challenges associated with this major capital investment. Your testimony is requested to address the following: • Overview of federal or local disaster recovery funds allocated to the project • Current expenditure tracking and disbursement timelines • Any compliance-related issues impacting fund utilization • Interagency coordination with DPW, DPP, DSPR, and project contractors • Remaining risks or delays associated with ODR-supported components of the project Please submit your written testimony and any supplemental reports or schedules no later than Monday, November 17, 2025, to allow for proper review and inclusion in the official hearing record.
