Fein headquarters, dealing with an aprropriation to the ‘‘lrish Republican Army’’ of £23,000 mostly from Irish American citzens. The document em | phasized the importance of large scale operations abroad. and suggested Liver- pool as holding out the greatest hope. Staff officers, it added, should be given a free hand, and it propgsed the des: struction of large ships and buildings by fire, the cutiing of telegraph and telephone lines and signafling syscems whereby trains and trams could be wrecked and the destruection of farms,. Operations should be diracted to eneour- aging direct action and the incitement of mobs to looting, the document con- tinued, and the officer-in-charge should not b 2 hampered by coasiderations of * presavviag life. The Benn amendment was rejected and the reply to the ad- dress from the throne formally adopted. London, Feb. 24th.—Professor Leiper, who is heading the expedition to the West Indies and Britis Guiana, being sent by the Lendon School of Tropical Medicine to investigate filaria, sailed for Demerara today via New-York.
