MONTHLY PROGRESS REPORT NO. 25 March 14, 1994 RE: Administrative Order on Consent Index No. n - RCRA - Proceeding 7003 & 9003-92-0401 This status report includes the work performed during the period from February 1 through February 28, 1994. WORK COMPLETED DURING PREVIOUS MONTH Access agreement for the Curriculum Center (from the Department of Education and Department of Justice) was received. The soil gas survey at the Curriculum Center (former Laga Building) was started on Monday, February 28, 1994. A revised Health and Safety Plan was updated and prepared. A licensed surveyor was subcontracted for surveying of the newly installed monitoring wells at Texaco (installed by H + GCL) and Esso (installed by Blasland & Bouck). Final revisions of the Site Access Agreements (SAAs) were negotiated for the Ramsay and Virgin Islands Housing Authority (VIHA) properties. Final SAAs were distributed for signature by these property owners. Checked status of Earth Change Permit review by the U.S. Virgin Islands Department of Planning and Natural Resources (DPNR). …

MONTHLY PROGRESS REPORT NO. 25 March 14, 1994 RE: Administrative Order on Consent Index No. n - RCRA - Proceeding 7003 & 9003-92-0401 This status report includes the work performed during the period from February 1 through February 28, 1994. WORK COMPLETED DURING PREVIOUS MONTH Access agreement for the Curriculum Center (from the Department of Education and Department of Justice) was received. The soil gas survey at the Curriculum Center (former Laga Building) was started on Monday, February 28, 1994. A revised Health and Safety Plan was updated and prepared. Final revisions of the Site Access Agreements (SAAs) were negotiated for the Ramsay and Virgin Islands Housing Authority (VIHA) properties. Final SAAs were distributed for signature by these property owners. Checked status of Earth Change Permit review by the U.S. Virgin Islands Department of Planning and Natural Resources (DPNR). The application was submitted on January 28, 1994. On February 17, 1994 DPNR requested a letter from U.S. Environmental Protection Agency (USEPA) acknowledging approval of the proposed Phase II drilling program, Ms. Caroline Kwan (USEPA) was contacted by Thomas Danahy (Geraghty & Miller) on February 17 and informed of DPNR's request. Ms. Kwan said she would prepare a letter to DPNR. Prepared notification letters to Ramsay and Four Winds per SAAs describing proposal drilling work and schedule. Schedule was later revised due to delays in driller contract execution. The driller's insurance coverage was temporarily in dispute (between driller and insurance company) causing postponement of drilling rig shipments via barge to St. Thomas from Puerto Rico. The USEPA was kept apprised of the delays associated with the driller's mobilization. Drilling is now expected to begin on March 24, 1994. An orientation and health and safety meeting will be held on the morning of March 23, 1994. Negotiated, revised and prepared final contract terms for drilling subcontract. The analytical laboratory selected for the Phase II work was Enseco East of Somerset, New Jersey. Enseco also was the laboratory for the first phase. Preparation for field work was performed, including arrangements for the lease of lodging, negotiation of lease for storage/office trailers, inventory of equipment, and began arrangements for equipment rentals. TUT 006 1219 *64732* 64732 • Reviewed response from Mr. and Mrs. Torinus' attorney for the proposed SAA for site inspection at the Antilles Auto Parts (former Gassett Auto Parts) facility. Because Mr. Thomas Gassett is the leaseholder and apparent owner of the above-ground storage tank used for waste oil storage, a SAA was prepared for his approval to sample this waste oil. Because Antilles Automotive, Inc. is the current site operator, a SAA was also prepared for their approval. • Additional SAAs were prepared for supply well owners requesting access for supply well inspections. .WORK TO BE COMPLETED DURING NEXT MONTH Work to be completed during the month of March 1994 will include: • Contract with driller will be executed. Drilling will begin on March 28, 1994. • The soil gas surveys at VIHA and the Curriculum Center will be performed. Draft letter reports will be distributed to Potentially Responsible Parties (PRPs) for review. Final letter reports will be submitted to USEPA. • Site inspections at VIHA and the Curriculum Center will be performed. Other site inspections may also be performed in March, depending on SAA approvals. • A status of the Phase II schedule will be reviewed considering, the recent site access and driller mobilization delays.
