These records of streamflow, ground-water levels, and quality of water provide the hydrologic information needed by state, local, and Federal agencies, and the private sector for developing and managing our Nation’s land and water resources. The report is the culmination of a concerted effort by dedicated personnel of the U.S. Geological Survey, Water Resources Division, who collected, compiled, analyzed, verified, and organized the data, and who typed, edited, and assembled the report. In addition to the authors, who had primary responsibility for assuring that the information contained herein is accurate, complete, and adheres to the U.S. Geological Survey policy and established guidelines, the Caribbean District would like to acknowledge Heriberto Torres-Sierra, Surface-Water Specialist, for his dedication and long hours of hard work. With the help of the Hydrologic Studies Section, he determined peak discharges for the Hurricane Georges floods. Division of the U.S. Geological Survey, in cooperation with local and federal agencies obtains a large amount of data pertaining to the water resources of the Commonwealth of Puerto Rico and the Territory of the U.S. Virgin Islands each water year. These data, accumulated during many water years, constitute a valuable data base for developing an improved understanding of the water resources of the area. To make these data readily available to interested parties outside the U.S. Geological Survey, the data are published annually in this report series entitled "Water Resources Data for Puerto Rico and the U.S. Virgin Islands, 1998." This report includes records on both surface and ground water. Specifically, it contains: (1) discharge records for 76 streamflow gaging stations, daily sediment records for 27 streamflow stations, 99 partial-record or miscellaneous streamflow stations, stage records for 17 reservoirs, and (2) water-quality records for 16 streamflow-gaging stations, and for 42 ungaged stream sites, 11 lake sites, 2 lagoons, and 1 bay, and (3) water-level records for 97 observation wells. Water-resources data for Puerto Rico for calendar years 1958-67 were released in a series of reports entitled "Water Records of Puerto Rico." Water-resources data for the U.S. Virgin Islands for the calendar years 1962-69 were released in a report entitled "Water Records of U.S. Virgin Islands." Included were records of streamflow, ground-water levels, and water-quality data for both surface and ground water. Beginning with the 1968 calendar year, surface-water records for Puerto Rico were released separately on an annual basis. Ground-water level records and water-quality data for surface and ground water were released in companion reports covering periods of several years. Data for the 1973-74 reports were published under separate covers. Water-resources data reports for 1975 76, 1977, 1978, 1979-80, 1981-82, 1983, 1984, 1985, 1986, 1987, 1988, 1989, 1990, 1991, 1992, 1993, 1994, 1995, 1996, and 1997 water years consist of one volume each and contain data for streamflow, water quality, and ground water. Publications similar to this report are published annually by the U.S. Geological Survey for all States. These official Survey reports have an identification number consisting of the two-letter State abbreviation, the last two digits of the water year, and the volume number. For example, this volume is identified as "U.S. Geological Survey Water-Data Report PR-98-1." Rainfall was above normal during the months of October, January, February, March, July, August, and September (table 1). Significant above-normal rainfall conditions were recorded during September as rainfall averaged 225 percent above normal, mostly due to the passage of Hurricane Georges over Puerto Rico during September 21-22, 1998. As much as 25 inches of rain fell on some of the island’s interior municipios during a 24-hour period. Severe floods and landslides resulted from the intensive rainfall and serious damages to homes, businesses, and infrastructure were reported. During the months of November, December, April, May, and June, rainfall was deficient with averages that ranged from 28 to 97 percent of normal. Rainfall, during the 1998 water year, averaged 102 percent of normal in northern Puerto Rico, 126 percent of normal in southern Puerto Rico, 123 percent of normal in western Puerto Rico, and 121 percent of normal in eastern Puerto Rico. Monthly average rainfall islandwide for the 1998 water year and for the 30-year period (1961-1990) used to define normal rainfall, as reported by the National Oceanic and Atmospheric Administration are listed in table 1. A comparison of the monthly- mean flows during the 1998 water year with the long-term minimum, median and maximum of the monthly mean flows, for the period of record at the index stations on the Río Grande de Manatí (north), the Río Fajardo (east), the Río Inabón (south), and the Río Grande de Añasco (west) is shown in figure 1. During December, below normal flows were recorded at the four index stations. At the Río Grande de Manatí and Río Grande de Añasco index stations these below normal flows established new historical minimum monthly-mean flows. Excessive flows occurred at the four index stations during September due to intensive rainfall produced by the passage of Hurricane Georges over Puerto Rico. Historical maximum monthly-mean flows for September, were recorded at the Río Grande de Manatí and Río Grande de Añasco. In the northern area, the Río Grande de Manatí index station recorded flows below the long-term monthly median during October to January, March, April, and July. Monthly mean flows during these months ranged from 22 to 82 percent of the long- term median of the monthly mean flows. Monthly mean flow during February, May, June, August, and September was above normal, and ranged from 121 to 1,100 percent of normal. Historical minimum and maximum monthly mean flows were recorded at this index station during December and September, respectively. In the eastern area, the index station on the Río Fajardo, recorded monthly mean flows above the long-term median during eleven of the twelve months of the 1998 water year. At this station, only the December mean flow was slightly below the long-term monthly median. The flow in December was 96 percent of normal. During these months, the monthly mean flows ranged from 42 to 88 percent of normal. During April, a new historical minimum monthly mean flow was recorded. The rest of the year, the monthly mean flows were above the long-term monthly median, and ranged from 145 to 510 percent of normal. In the western area, the index station on the Río Grande de Añasco, recorded monthly mean flows below the long-term median during the first seven months of the 1998 water year. A below normal monthly mean flow was also recorded during June. During these months, the monthly mean flows ranged from 41 to 89 percent of the long-term median. Historical minimum monthly mean flows were recorded during November and December at this index station. Mean monthly flows were above normal during May and from July to September. Monthly mean flows during these months ranged from 226 to 560 percent of the long-term median. A historical maximum monthly mean flow was recorded during September. The most important hydrologic event that happened during the 1998 water year was the flooding caused by the intense rainfall generated by the passage of Hurricane Georges over Puerto Rico. The eye of Hurricane Georges made landfall near the municipios of Humacao and Yabucoa on the east coast of Puerto Rico and moved over the mountainous central region of the Island during September 21-22. Hurricane Georges produced heavy rains over Puerto Rico, especially in the mountainous interior. This heavy rain produced moderate to severe floods through the island. Almost all of the island’s 78 municipios were affected by the floods. The most severe flooding occurred within the basins of the north and west areas: the Río Grande de Arecibo, the Río Grande de Manatí, the Río de la Plata, the Río Grande de Añasco, and the Río Culebrinas. Floodwaters inundated urban areas and communities, washing away and damaging homes, businesses, vehicles, bridges, and roads. Fortunately, there were no deaths directly associated with the passage of the hurricane over Puerto Rico. Damage to the island infrastructure was enormous. The U.S. Geological Survey data network was highly affected with many stations destroyed or severely damaged. Historical maximum peak stages and discharges were recorded during this event in several streamflow gaging stations. Peak stages and discharges at selected streamflow gaging stations in Puerto Rico are listed in table 2. Table 2. Generally, late into the water year, the ground-water levels increased in response to above-normal rainfall from July through November, especially during the passage of Hurricane Georges, on September 21-22, 1998, which caused flooding throughout most of the coastal plains. Ground-water levels generally declined during the months of April, May, and July through August in response, primarily, to ground-water withdrawals for public and industrial use in the north coast, and irrigation in the south coast. Record-low and record-high water levels were recorded at several wells in Puerto Rico during water year 1998 (tables 3 and 4). Ground-water levels in the North Coast Limestone aquifer system of Puerto Rico fluctuated from October to August in response to seasonal rainfall patterns and sustained ground-water withdrawals. This trend was altered by the rainfall produced by Hurricane Georges in late September, which caused water levels to rise significantly at the Sabana Hoyos index well, where the ground-water levels rose 1.20 ft (fig. 2). In the South Coastal Plain aquifer system of Puerto Rico, the ground-water levels remained relatively stable from October to August, in response to above-normal rainfall runoff which may have neutralized the drawdown trend from sustained ground water withdrawals for agricultural, public, and industrial use. A significant rise was recorded during September, when Hurricane Georges affected the area and ground-water levels rose 2.50 ft at the Alomar index well (fig. 2). In the U.S. Virgin Islands (St. Croix, St. Thomas, and St. John) ground-water levels rose significantly from mid-October to early December as heavy rainfall was recorded in the area. The ground-water levels generally declined from early December to mid-September in response to below-normal rainfall and sustained ground-level withdrawals. The declining trend was reversed by above-normal rainfall produced by the passage of Hurricane Georges by the area.
