Virgin Islands Enterprise Zone Commission Decision Meeting of Thursday, April 16, 2026 Summary During the Enterprise Zone Commission (“EZC”) Governing Board Meeting on Thursday, April 16, 2026, the Governing Board heard a presentation on the EZC’s 2025 Annual Report and recommendations from the EZC Team regarding two (2) application matters and one (1) compliance matter, and voted as follows: Regular Session: A. Annual Meeting Presentation A presentation of the EZC’s 2025 Annual Report was given by staff. ✓No Board vote was taken. B. Action Items: ❖ APPLICATIONS: 1. Jabari Carrington – Tax Credit Program Jabari Carrington (“JC”) applied for Enterprise Zone tax exemptions available in Title 29 VIC, Chapter 19 §1014 for the revitalization his two-story building located at #7B Commandant Gade OV in the Garden Street- Upstreet Enterprise Zone. JC will provide a commercial space for a café and gift shop on the 1st floor and a studio and Gaming Center on the 2nd floor. JC is located on the island of St. Thomas. …

Virgin Islands Enterprise Zone Commission Decision Meeting of Thursday, April 16, 2026 Summary During the Enterprise Zone Commission (“EZC”) Governing Board Meeting on Thursday, April 16, 2026, the Governing Board heard a presentation on the EZC’s 2025 Annual Report and recommendations from the EZC Team regarding two (2) application matters and one (1) compliance matter, and voted as follows: Regular Session: A. Annual Meeting Presentation A presentation of the EZC’s 2025 Annual Report was given by staff. ✓No Board vote was taken. B. Action Items: ❖ APPLICATIONS: 1. Jabari Carrington – Tax Credit Program Jabari Carrington (“JC”) applied for Enterprise Zone tax exemptions available in Title 29 VIC, Chapter 19 §1014 for the revitalization his two-story building located at #7B Commandant Gade OV in the Garden Street- Upstreet Enterprise Zone. JC will provide a commercial space for a café and gift shop on the 1st floor and a studio and Gaming Center on the 2nd floor. JC is located on the island of St. Thomas. JC has committed to investing $100,000 in the rehabilitation of the building and employing two (2) temporary employees who are residents of the U.S. Virgin Islands. The Governing Board voted (6 – 0) to: 1. Find Jabari Carrington is eligible for the EZC Tax Credit Program. 2. Find Jabari Carrington is deserving of a grant of tax incentives for #7B Commandant Gade OV in the Garden Street-Upstreet Enterprise Zone. 3. Grant Jabari Carrington tax credits at one hundred percent (100%) of the incentives authorized by law for a period of 10 years in accordance with the provisions of V.I. CODE ANN. tit. 29, Chapter 19. 2. Global Solution VI, LLC – South Shore Trade Zone Global Solutions VL LLC (“Global Solutions”) applied for South Shore Trade Zone (“SSTZ”) tax incentive benefits available in Title 29 VIC, Subchapter III to develop, construct, and own a hotel and the amenities normally associated with a hotel located on land within the SSTZ boundaries leased from the Virgin Islands Port Authority. Global Solutions is located on the island of St. Croix. Global Solutions has committed to investing $30,000,000 in the construction of the hotels and 36 employees – 23 full-time employees, 12 part-time employees, one (1) paid apprentice employee within one (1) year of commencement of operations. The Governing Board voted (3 – 0 – 2) to: 1. Find Global Solutions VI, LLC is eligible for the South Shore Trade Zone Program. 2. Find Global Solutions VI, LLC, located within the South Shore Trade Zone at #2 Estate Envy Prince Quarter, St. Croix, USVI, is deserving of a grant of tax incentive benefits. 3. Grant tax exemptions to Global Solutions VI, LLC 100% of the tax incentive benefits authorized by law for a period of 20 years in accordance with the provisions of Title 29 V.I.C., Chapter 19, Subchapter IIIA. ❖ COMPLIANCE: 1. Conn Jay Davis, II – Modification Conn Jay Davis, II (“CJD”) was granted tax credits to rehabilitate a building located at 12 Crystal Gade & 2E Bjerge Gade within the Garden Street – Upstreet Enterprise Zone on St. Thomas. CJD committed to an investment of $633,000.00 and to employing nine (9) employees who are residents of the U.S. Virgin Islands - two (2) permanent full-time and seven (7) temporary. On April 8, 2026, CJD requested that upon completion of the project, the building be used as his primary residence, an eligible activity, and that the projected number of employees be reduced from nine (9) to two (2). The Governing Board voted (5 – 0) to: 1. Approve Conn Jay Davis, II’s request to modify his benefit package, changing the project from a luxury event space and boutique bed and breakfast style to use as his primary residence. 2. Approve Conn Jay Davis, II’s request to modify his employment amount from nine (9) employees to two (2) temporary employees. 3. Require all other terms and conditions of the EZC Certificate to remain unchanged and in full force and effect.
