CROIX 3 " L " s Ofticiai Padlication Jiliv i oi ) ‘ HT is with much eratificatisn that | inform the people of the Virgin Islands that 'the Honorable, 'lhe Secretary of the Navy, 1s sendimg an cfficer of the Civil Engineer Corps of high rank, to the Virgin Isl nds for the purpose of investigating and reporting upon the means of providing a waler supply for the towns of St. Ihomas, Christiansted and Frederiksted. It is expected that this oflicer will reach the Vir- gin Islands the latter part of the prosert menth. The Honorable, The Secretary of the Navy, has also infermed me that the Dcpartment of the Interior has agreed to serd a Reclamation Engineer to the virgin Isiands te in- vestigate and repert upon the possi- bility of water conservation for agricultural purposes, and that this engineer will probably arrive in the Virgin Islands the latter part of February. We have now the assurance that the problem ot water for the Virgin Islands 1s about to receive the ex- pert investigation nccessary to even- tual solution and in view of this, I earnestly urge that the people adopt an optimistic view as to what the future may hold for us.
