Have there been any regulated substances, petroleum or oil-like substances released (or releases discovered) from or at the Esso Tutu Car Care Center facility in 1991? If so, please be specific, i.e. state the date, quantity and location of each such release (or the discovery of such release), as well as a description of the substance released. Please provide all relevant documentation, including analysis. If such documentation is not available, please describe the documentation and explain why it is not available. Response No. I In April 1991 a small amount of oily water (approximately 10 gallons) was spilled over the cement floor at the Esso Tutu Service Station's (ETSS) storage area. The spill occurred when the wheel of a cart that was being used for carrying a drum containing the oily water broke down causing the drum to tilt over and to spill a small amount of the liquid. The spilled oil was immediately contained within the ETSS and cleaned up by the ETSS personnel. The spilled material consisted of liquids removed from the ETSS's oil/water separator. Esso does not have in its possession any documentation with respect this incident. Request No. 2 2. If the answer to Question 1 above is yes, please describe the remediation of each such release. Please provide all relevant documentation, including analysis. If such documentation is not available, please describe the documentation and explain why it is not available. Response No. 2 The small spill of oily water was immediately contained and cleaned up by the ETSS personnel. EDACO, an independent contractor, also assisted in cleaning up the area of oil residues. The material was placed in the same drum where it was been carried and temporarily stored at the ETSS pending proper TUT -2- disposal. Esso does not have in its possession any document or analysis with respect to this incident. Request Ho. 3 3. If the answer to Question 1 above is yes, were any federal Commonwealth or local environmental offices or agencies notified? If so, please identify which office or agency, and the date, content and form of such notification. Please provide all relevant documentation. If such documentation is not available, please describe the documentation and explain why it is not available. Response Ho. 3 No Request Ho. 4 4. If the answer to Question 1 above is yes, please explain in detail all steps which were carried out pursuant to 40 C.F.R. Part 280. Please provide all relevant documentation. If such documentation is not available, please describe the documentation and explain why it is not available. Response Ho. 4 The provisions of 40 CFR Part 280 are not applicable to this incident in view that no underground storage tank system was involved.
