WASHINGTON: Indications that Na- vy Department withheld sending all available naval eraft to European waters early in the war because of a desire to keep the main body of the nations’ sea strength on the Pacific were disclosed in Admiral Sims’ testimony to-day before the Senate Investigating Committee. Declared that Department’s policy delay- ed aid to the Allies ever as late as Jan- uary 1918. Admiral declares he was still calling for more destroyers and by this time his predictions were being justified by results and the Department was begin- ning to carry out his recommendations of six and eight months before. Herbert Hoover will be called to testify probably Saturday at Admiral’s request to substan- tiate some of his statements regarding Allies grave position about the time we entered the war. Says the Allies barely escaped a ‘‘peace without victory’’.
