The Food Commission shall have power to investigate the vrices at which ali articles of food are sold or | purchased by importers, merchants, dealers, producers. manufacturers, or consumers, and for that vurpose the books of all such shall b 2 open to inspection by the Food Commission, and, if necessary, it may issue sub- poenas for the attendance of wit- | nesses or for the production of books | or other doecuments, and it shall have the power to take testimony under oath. iy 4. It shall have the power to determine ‘ the prices and quantities at which all or any artiele of food may be ex- %orted or sold by wholesalers, retail- ers, producers or manufacturers, vrovided however a reasonable mar- - gin of profits shati be allowed, and ; the price fixed for local sale cf a ' locally produced or manufacturea article of food shall not be less than the nec cash amount which might be | gnined by exportation. 5. It vhall have the power to test all weighrts, scales and measures and to | fix standards thereof. 6. It shall have the power tc make all | rules and fegulations necessary (o efficiently edrry out the yowers here- | in granted. 7. Any person who shall refuse to appear | before the *Food Commission, when | summoned, pr who shall refuse to tes- tify, or shall testify falsely, or shal | tail t~ produze books or documents re- | quired or shall sell any article of food -« in a larger quartity or at a higher | price than gprescribed by the Food “ommission, or shall use a weight, | measure or scale vrohibited by the | Food Comn‘iission, or shall violate | any rule or regulation promulgated | by the Food Commission, shall be guilty of a misdemeanour and on con- l vietion thereof shall be punished by: f fine of nnt to exceed Franecs 1000:00 | or by imprisonment not to exceed six | months or by both such fine and im- t prisonment bv the discretion of the Court. i 8. Session 1919-1920. | DRAFT OF AN ORDINANCE ; Creating A Jommission 7o Regulate and | Control The Prices Os Foodstuffs In The Municipality Os St. Croix, And For | Other Pnrposes. i Be it cnacted by the Colomwal | Council for St. Croix in Session | assembled: o 1. The Governor of the Virgin Islands | is hereby authorized and empowered | to appoint a Commission to fix and | regulate the selling prices for rti- I cles of food sold in St. Croix, and so | carry ont the powers and duties f hereinaf er set forth. | 2. The said Jommission shall be known as the ‘“Food Commission of St. | Croix’’, and, shall he composed of | five men-bers each of whora shall be | a resident of St. Croix. I Lave much pleasure in in-_ troducing this Ordinance. It is so far know: in thi Counecil, and it is consider- ed very necessary in this Island today. The Frood Commission is working in St. Thomes and it is also to be found in ex- & istencc in all the islands aftfected by the war. It is absolutely necessary to have a Focc Commission to regulate prices on foodstuffs as they affect us marerially. We have passed through strenous cir- cumstances and high prices are existing, even with our products here, therefore I consider it the duty of this Council to consider this bill from a humane point of view. We would not like our peopie to - emigrate, and some who have lived in good circurnc stances here are today very much pressed by existing conditions. [ ask gentlemen that you consider this. matter t inits true light. There m:v be some part of the bill to which some of the members may take objection, but that can be taken care of when it goes to a commiitee. I jask that the bill be fur- thered and passed. It was then put to the vote and car- ried that the bill be furthered. 2nd Appointed Member (Noll) remarked: Mr. Chairman. 1 propose that Ist. Dis. cussion be closed and 2nd. Discussion opened: The Chairman put the member’s pro- posal to the vote. 6 members voted for; none against. ‘ Ist. Discussion closed. With Government and the Council’s consent 2nd.
