Murkowski Chairman, Committee on Energy and Natural Resources United States Senate Dear Mr. Chairman: In response to your request, this letter updates information presented in our 1995 testimony on the fiscal arrangements the U.S. government has with five insular areas: American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands.’ Specifically, we updated information from our prior testimony regarding ( 1) the federal taxes that apply to the territories; (2) the amount of revenue collected by the Internal Revenue Service (IRS) f%-om Puerto Rico; (3) the amounts of federal excise taxes on rum collected from and transferred back to Puerto Rico and the U.S. Virgin Islands; (4) the amounts of customs duties collected by the federal government in Puerto Rico and the U.S. …
