The Territory successfully completed the purchase of the identified facility in St. Croix and has transitioned from project planning to active implementation. Efforts are now focused on converting the facility into a Multipurpose Community Facility (MPCF) that will expand access to remote work, digital education, workforce development, and telehealth services for residents. A significant milestone achieved during this reporting period was the execution of Memorandums of Understanding (MOUs) with Juan F. Luis Hospital to establish a dedicated telehealth hub within the facility. Multiple site walkthroughs have been conducted with subject matter experts to assess the building and identify the modifications necessary to support telehealth operations. Based on these assessments, the required infrastructure improvements have been identified, and the procurement process is underway to secure qualified plumbers, electricians, and general contractors to complete the renovations. In parallel, vendors have been identified for specialized telehealth equipment, including telehealth booths, phlebotomy chairs, and medical cold storage equipment. The Territory has also procured classroom technology and equipment necessary to support the educational and workforce development programs planned for the facility, further advancing the project's readiness for operation. Significant progress was also achieved for the St. Thomas Zone A Multipurpose Community Facility. Architectural and Engineering (A&E) services were successfully procured during the reporting period, allowing the design phase to commence. Design development is currently underway and represents an important milestone toward the future renovation and conversion of the facility into a modern community resource that will provide technology enabled education, workforce development, and digital access services. Challenges Procurement process changes within the Government of the Virgin Islands have extended acquisition timelines for supplies, equipment, and professional services required to complete the project. The remaining project schedule continues to be compressed, requiring careful coordination of procurement, construction activities, equipment installation, and program implementation to ensure timely completion within the grant period. US Virgin Islands 2026 Performance Report 4 Conclusion The U.S. Virgin Islands has made significant progress in advancing both Capital Projects Fund initiatives from planning into implementation. The successful acquisition of the St. Croix facility, execution of strategic partnerships with Juan F. Luis Hospital, commencement of telehealth planning, procurement of educational equipment, and ongoing efforts to secure renovation services demonstrate meaningful progress toward establishing a fully operational Multipurpose Community Facility. Concurrently, the procurement of Architectural and Engineering services and initiation of design work for the St. Thomas Zone A project mark the beginning of the facility's transformation into a second MPCF serving the Territory. Although procurement-related delays continue to present challenges, the Territory remains committed to completing both projects on schedule and delivering modern community facilities that expand digital access, workforce development, education, and healthcare services for residents throughout the U.S. Virgin Islands. Uses of Funds During the reporting period, the U.S. Virgin Islands made strategic use of Capital Project Fund (CPF) resources to advance two major initiatives under Category 1C. The approved projects focus on establishing dedicated facilities in both St. Croix and St. Thomas that will provide residents with access to critical resources enabling work, education, and health monitoring. 1. St. Croix Facility Purchase CPF funds were allocated to the purchase of a facility identified on St. Croix. This site is being transformed into a multi-purpose hub supporting work opportunities, digital learning, and health technology access. The facility purchase will mark the foundation of a long-term investment to improve community resilience. 2. St. Thomas Facility Refurbishment A second CPF funded plan to refurbish an existing government owned building on St. Thomas is in progress. Renovations will ensure the building meets accessibility, safety, and technology standards needed to serve as a comparable hub for workforce development, education, and health monitoring. 3. Outfitting of Facilities Beyond the acquisition and refurbishment, CPF are being directed toward outfitting both facilities with the necessary equipment, furnishings, and technology infrastructure. This includes: o High-speed internet and networking systems to support remote work and digital access. o Workstations, meeting areas, and training rooms for job development and workforce training. o Digital education tools and platforms to facilitate virtual learning opportunities. US Virgin Islands 2026 Performance Report 5 o Telehealth and health-monitoring equipment to improve access to healthcare services across the Territory. o Accessibility and security enhancements to ensure the facilities are safe, inclusive, and resilient. Next Reporting Period During the next reporting period, the U.S. Virgin Islands will continue advancing the conversion of the St. Croix Multipurpose Community Facility by procuring and completing the identified renovation activities, including electrical, plumbing, and general construction improvements required to support the facility's educational and telehealth functions. The Territory will also procure and install specialized telehealth equipment, including telehealth booths, phlebotomy chairs, and medical cold storage equipment, while continuing to outfit classrooms with the technology and resources necessary to support workforce development and digital literacy programs. Coordination with Juan F. Luis Hospital will continue as preparations advance for the establishment of the telehealth hub. For the St. Thomas Zone A Multipurpose Community Facility, the Territory will continue has decided against using CPF funds to move forward with this initiative due to time constraints. The Territory with seeks to follow the model used on St. Croix to ensure that the people can benefit from the CPF funds. These activities will further advance both facilities toward becoming fully operational Multipurpose Community Facilities that provide residents with equitable access to broadband- enabled education, workforce development, telehealth, and other essential community services. Summary The Capital Projects Fund investments have progressed from planning into active implementation, with the St. Croix facility now under conversion following its successful acquisition. This initiative represent a comprehensive investment in sustainable digital infrastructure that expands opportunities for remote work, education, workforce development, telehealth, and community resilience. Upon completion, both Multipurpose Community Facilities will strengthen digital equity and improve access to critical services for residents across the U.S. Virgin Islands while supporting the Territory's long-term economic growth and quality of life. US Virgin Islands 2026 Performance Report 6 Community Engagement To date, USVI has integrated CPF related topics into our broader broadband outreach efforts. This broader outreach has included general information on broadband expansion and access as well as help to identify the needs of the community, which encompasses the objectives and goals of the CPF initiative. Planned CPF-Specific Outreach: As we get closer to reaching our goals, we will launch dedicated community outreach efforts specifically targeting the people who will benefit the most from the MPCF. These activities will be designed to inform and engage the community directly about the CPF’s objectives, the benefits of connecting medical facilities and Community Access Points with broadband, and the deployment of telehealth devices. This targeted outreach will include: Community Meetings and Workshops: Hosting events to provide detailed information about CPF initiatives and gather community input. Targeted Communications: Utilizing various channels, such as newsletters, social media, and local media, to specifically address CPF-related topics and updates.
