Thomas/St. John District Cruise Ship Fee Increases Authorized the Executive Director to: • Increase wharfage fees by 44 cents per passenger for cruise ships entering St. Thomas effective no later than April 2025. This increase will fund VIPA marine operations and expenses. • Increase ship dues by $3 per passenger for cruise ships entering St. Thomas to fund the Charlotte Amalie Harbor Dredging Project effective no later than April 2025. • Both actions will be presented to the public via a public hearing that will be held in October 2024. VIPA Fiscal Year 2025 Proposed Capital and Operating Budget Accepted the $199 Million Fiscal Year 2025 Proposed VIPA Capital and Operating Budget.
