Honz Kong, Aug. 18th.—Heavy loss of life is believed to have been caused by a typhoon that struck the harbour here this morning, sweeping the waters into a seething mass thet tlung several ships into the depths and tos:ed others into havens of refuge. Many Europeans were among the victims, it is feared. The British submarine L 9 and the steam- er Mingsang, of British registry, sank in the harbour. Only one sailer is known to have been saved from the submarine and there are but two reported survivors from the Mingsang, both European offi- cers. With harbour commnunications var- aiized. it was impossibie early this atter- noon to form an estimate of th. number of lives lost and the damnage caused. In the city, business has been suspended and police and soldiers were massed along the water front. Telephone cablies were blown down and tramway services were suspended. It is not known how Kowloon fared as all cowmmunication with that port was cut off. Threety- phoons visited Hongkong last month, the worst occurring on July 27th, when all shipping was threatened by the raging storm. In August last year a terrific typhoon struck the Chinese coast be- tween Amoy and Swatow and left a heavy trail of damage in its wake. Panama, Aug. 18th.—The sudden de- narture of the United States cruiser “Kochester’’ flagship of the special tvervice squadron, with Rear Admiral Drayton on board, is s:id here to be the vesnit of a reported uprising In Santo Domingu. The schooner “‘Galveston’’ is expected to follow her. Though the r.aval authorities are silent, .it is reported that 17 United States marines have been killed in Santo Domingo. F, Aug. 17th.—The leg- islature which npened on June Tth, fin- ished its business today, and will be formally closed by the Governor Sir Wil- liam Alaidyce tomorrov afternoon. Some notable features have marked the session just conc.uded. ‘The most notable |egis- lation of the session wa~ that which legalized in agreement between the ex- ecutive Government and the Armstrong Withworth Company of England, for the establishment of a twenty million dol- lar pulp and paper industry in the Hum- ber River valley, on the West coast of Newfoundland. Publicati ECTION 31 of the Ordinance concern- ing Public Roads in St. Croix, ap- proved July 14, 1923 to take effect from July 1, 1923, reads thus: ““To provide for the maintenance and operation of the road machinery there shall be levied, assessed and collected by the Government from and after July 1, 1923, the {ollowing semi-annual fees which shall be payvable on January lst and July Ist respectively : (a) For passenger carrying automuobiles not ex- ceeding 2,200 Ibs......Francs 40.00 (b) For passenger carrving automobiles from 2,200 to3.ooolbs. weight.... = HOOO (¢c) For passenger carrying automohiies above 3,000 jbs. welght: - s.. «seeex ' T5.00 (d) For Auto Trucks orother freight vehicles under S i.. ... ... ... New licenses issued within the period shall be paid for proportionately.”’ The taxes due according to the above gection tor the second halt of 1923 be- came cue on July 1, 1923 and wiil be pay- able at the Police Offices on September 1, 1923 in the same manner as the Horse, Carriage and Boat Tax. Tax-lists will be distributed by the Police Department and are required tu be correctly filled out and returned to the respective Police Offices 2 days after re- ceipt in the towns and 4 days after re- celpt in the country.
