December 31, 2019 AMENDMENT #5- IFB013OOGT20 (C) – Redesign and Renovation of “The Battery” on St. John, Virgin Islands Questions and Answers ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED. BIDDERS MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT WITH THEIR BID PROPOSAL. Questions and Answers: Question 1: The bid instructions indicate that this is a lump sum contract, and that items may be present on the contract documents but not on the bid schedule, and the contractor is responsible for these items. The bid instructions also indicate elsewhere that this a unit price contract, and that bidder should price based on the quantities in the bid schedule (the assumption being that overages will be managed by the project administrators as change items). Please confirm the intent of this bid and the contract. The reference in the bid instruction could not be found. However, the intent for the wording "for a total bid amount", which means the sum of all the itemized components. …

BIDDERS MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT WITH THEIR BID PROPOSAL. Questions and Answers: Question 1: The bid instructions indicate that this is a lump sum contract, and that items may be present on the contract documents but not on the bid schedule, and the contractor is responsible for these items. The bid instructions also indicate elsewhere that this a unit price contract, and that bidder should price based on the quantities in the bid schedule (the assumption being that overages will be managed by the project administrators as change items). Please confirm the intent of this bid and the contract. The reference in the bid instruction could not be found. However, the intent for the wording "for a total bid amount", which means the sum of all the itemized components. The wording that the bid includes all work, whether the work is specifically itemized, notifies the bidder to include these types of incidentals in the items that are bid. Items that go over or under will be addressed by Change Order.
