a AG we UNIVERSITY of the VIRGIN ISLANDS RESOLUTION WHEREAS, the state of Hawaii and the Commonwealth of Puerto Rico spend 11% and 9% of their annual operating budget on higher education, and the average state on the U.S. mainland expends 12%; and WHEREAS, the University of the Virgin Islands ("University") is under-funded in relation to other United States or territorial institutions of higher learning; and WHEREAS, the University of the Virgin Islands provides only a small fraction of the higher educational programs and services ordinarily provided by state supported colleges and universities in the United States and Puerto Rico; and WHEREAS, the University of the Virgin Islands needs to strengthen, expand and increase its higher educational programs and services to meet the growing demand for such programs and services in the Virgin Islands during the current decade and twenty-first century; and WHEREAS, a concerted effort by the University is necessary to improve its funding position; NOW, THEREFORE, be it resolved that the Chairman and President of the University are hereby auth …

a AG we UNIVERSITY of the VIRGIN ISLANDS RESOLUTION WHEREAS, the state of Hawaii and the Commonwealth of Puerto Rico spend 11% and 9% of their annual operating budget on higher education, and the average state on the U.S. mainland expends 12%; and WHEREAS, the University of the Virgin Islands ("University") is under-funded in relation to other United States or territorial institutions of higher learning; and WHEREAS, the University of the Virgin Islands provides only a small fraction of the higher educational programs and services ordinarily provided by state supported colleges and universities in the United States and Puerto Rico; and WHEREAS, the University of the Virgin Islands needs to strengthen, expand and increase its higher educational programs and services to meet the growing demand for such programs and services in the Virgin Islands during the current decade and twenty-first century; and WHEREAS, a concerted effort by the University is necessary to improve its funding position; NOW, THEREFORE, be it resolved that the Chairman and President of the University are hereby authorized to petition the Legislature of the Virgin Islands for legislation increasing the funding provided to the University by the Government of the Virgin Islands ("Government") by an annual increase in the University’s budget equal to 1% of the annual operating expenditures of the Government in each year over the next 5 years until the budget of the University is increased to 9% of the annual general operating expenditures of the Government of the Virgin Islands.
