Grubbs, Former Public Health Officer Here, Returning to Help Fight Plague WAS HERE IN 1912 #PIDEMIC Detailed at Request of Sanitary Of- ficials and Governor Yager : Ciean- - up Goes on Eleven cases of plag e and five deaths have been reported by the Health au- thorities. g Four new cases and thréd deaths were reported during the week. Dr. S. B. Grubbs, of the Public Health Service, who was stationed in Porto Rico in 1912 at the time of the plague epidemic has been ordered to Porto Ri- co for special duty in connection with the present campaign to eradicate bu- bonic plague. Dr. Grubbs since leaving Porto Rico, has been stationed in the Canal Zone and at different ports in the United States and during the war was on special du ty in France. He had extersive expe- rience in plague eradication and is {a- miliar with sanitary conditions in Porto Rico. His coming here at this time is at the request of the Insular Healtn au- thories and Governor Yager as well as Majer Fontleroy, Public Health officer in charge of the Porto Rico district. During the past week the Depart- ment oi Sanitation has continued its efforts to clean up all of San .Juan through he removal of garbagges and refuse the fumigation of warehouses, stores, and all places where rats show- ing infection have beei discovered. The examination of rats has shown that rat infection is fairly widely spread throughout San Juan and Santurce al- though the number of infected rats has been comparatively small. The exam- ination of rats from -manv places in the island has jalsc been carried on by the laboratory. There has been no compulsory vaccing- tion in connecticn with the plague era- dication. All persons engaged in plague work have been iro~ulated and physi- cians have recommended inoculation against the disease, while the authorities have not considered it desirable to make the vaccination compulsory. No quarantine has been established at New York against steamers from Porto Rico and passengers are not be- ing detained on arrival there. However it is understood that cargoes have been fumigated and commencing next Tues- day the Porto Rico Line will fumigate all baggage destined for New York. Passengers sailing next Wednesday will be requested to have baggage on the pier 24 hours before ship sails in order that it mav be properly tumigated. —Porto Rico Progress March 4th. SUGAR SHIPMENTS. Sugar shipments for the week ending February 26 amounted to 12,276, tons making total shipments since Japuary 15 of 30,218 tons. . Shipments for the corresponding week of last year were 10,254 tons and the total shipments for the season at this time last year were 59,652 tons. The prevailing prices of sugar dur ing the past week has heen in the neigh- borhood of $5. 77 per hundred.—Jbid RETIREMENT QF REAR ADMIRAL OLIVER. Rear Admiral J. H. Oliver, U. S. Navy, was transferred- to the retired list on January 15 by operation of law termin- ating a long, useful and distinguished career, rotably in many respee.s and along varied lines of activity, such as an instructor at the war college, the head of the office of naval intelligence and the chief of the planning section of the office of naval operations. He is re- gared as an authority in naval strategy, in which direction few officers have been his equal.
