The following sum or so much it as may be necessary is appropriated from the Antilitter and Beautification Fund in the Treasury of the Virgin Islands, established by Act No. 5661 (Bill No. 18-0320) enacted December 17 1990, for the fiscal year ending September 30, 2008, and remain available until expended for the purposes expressly named. …
