St. Croix, June 7Tth, 1921, W bill to provide that persons owing ailegi- ance to any country other than the Unit- ed States of America shall not be eligible to hold office as member of the Colonial Council of the Virgin Islands of the United States, nor to hold any public office under the government of said is- lands. Also that the income tax laws now in force in the United States of America and those which may hereafter be enacted shall be held to be like- wise in_force in the Virgin Islands, ex- cept that the proceeds from such taxes shall be paid into the treasuries of said islands. This will undoubtedly prove a matter of interest to many residirg in these islands, and from the genera] nature of its wording this resolution would appear to affect inciude the Danes who by virtue of the conditivns of the sale-treaty retain the same rights they enjoyed before the changeof flag. Like everything else there are the pros and cons: some w'll find it to advantage to have Congress pass laws on the basis of ~ the resolution outlined; and there will be ~ many to take the opposite view. As ~ regards the application to these islands ' | of the income tax system of the United ~ States, this will place the assessment of | this tax on a very equitable basis. The | man with taxable income will pay his | full due, and there will be more personal . exemption. There will also be the sys- l tem of payment by instalment such as is | the purpose of the resolution on the Or- - der of the Day for the Council’s meeting | of next Monday, tc be introduced by | Hon. The postmaster has received advice that the'‘Creole’’ sailed from St. Thomas at 7 p. m. yesterday with mails from St. Thomas and Porto Rico. The weather which has been calm all night has, however, delayed her arrival. The American Red Cross. WASHINGTON, D. C. The Porto Rican Chapter of the American Red Cross was early on the scene with food and supplies to assist the fire vietims at Puerta de Tierra, it was announced today by the Insular and Foreign Divi- sion. This was the biggest fire in the histomw of Porto Rico, the estimated loss “being over one million dollars. Hundreds of men, women and children were left in the streets without food and shelter and exposed to the storm which swept the city in the wake of the flames. Miss Kathleeen d’Olier, recently arrived in Porto Rico to take charge of the Red Cross Nursing Service, directed the care and fee ing of the disaster vietims, The commanding officer of the 65th Infantry sent tents, transportation, etc, while
