His Excellency the Governor of the Virgin Islands has appointed Licutenant John Harper, Medical Corps, U. S. Navy, as Chief Municipal Physician for the Mu- nicipality of St. Thomas and St. Jchn, Virgin Islands of the United States, effective June 26, 1923, vice Lieutenant Commander Willard J. Riddick, Medical Corps, U. S. Navy, who sailed for the United States via the U. S. S. Kittery last night. Captain Joseph T Smith, U. S. Mariae Corps, has assumed duties as Legal Aide to the Gevernor of the Virgin Islands, vice Captain Burwell H. Clarke, U. 3. Ma- rine Corps, who also sailed via the Kit- tery Chaplain E. L. Ackiss, U.
