JONES, ALMANDO "ROCKY" LIBURD, ALLIE-ALLISON PERTUS, AND VARGRAVE A. RICHARDS BE IT ENACTED by the Legislature of the Virgin Islands: SECTION 1. The sum of $20,908,395 or as much thereof as may be necessary, is hereby appropriated out of any available funds in the Treasury of the Virgin Islands, to be transferred to the University of the Virgin Islands Fund for expenditure by the University of the Virgin Islands during the fiscal year ending September 30, 2000, for the purposes hereinafter named in accordance with the provisions of Title 17, chapters 33 and 35, Virgin Islands Code. OCOMOMAN OURAN = oa, ONOaHWHND = = Oo © 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 (A) For salaries, including pay for regular and temporary employees; employer’s FICA and retirement contributions; overtime compensation of hourly rated employees; books, magazines, teaching materials and audio-visual supplies; equipment and supplies for offices, classrooms, laboratories, library, student and faculty lodgings; recreational and common rooms; vehicles and their maintenance and repair; food and related services for student dormitories; repair, improvement and maintenance of the University campus and its buildings and other appurtenances; contracted outside services such as legal, architectural, auditing and printing services; and payment of any other legitimate expenses of the University, including principal and interest of bonds and notes in accordance with the provisions of Title 17, chapters 33 and 35, Virgin Islands Code. (B) For incidental expenses including travel expense and per diem of University faculty, administrative and other employees, members of advisory councils, boards and overseers; family travel and moving expenses from other points to the Virgin Islands for new staff members; and for the expenses of such conferences and workshops as may be approved by the Board of Trustees. SECTION 2. In order to supplement the sums appropriated by this Act, the Board of Trustees is hereby authorized to levy such fees for tuition, housing, food services, and the use of University-owned buildings as may be reasonable and proper, devoting such fee income solely to the purposes specified in subsections (A) and (B) of Section 1 of this Act. The Board of Trustees is further authorized and directed to continue to make every effort to secure gifts, grants and loans to the University of the Virgin Islands Fund from private individuals, foundations and federal government agencies and to utilize such gifts, grants and loans for the purposes specified by the donor or lender. There is appropriated from the General Fund of the Treasury of the Virgin Islands for the fiscal year ending September 30, 2000, the sum of $3,192,205 to the Department of Finance for the payment of debt service costs of the University of the Virgin Islands. SECTION 4. There is appropriated from the General Fund of the Treasury of the Virgin Islands for the fiscal year ending September 30, 2000, the sum of $225,000 to the University of the Virgin Islands to provide matching grants for the Small Business Development Center pursuant to Title 17, chapter 33, section 474, Virgin Islands Code. SECTION 5. There is appropriated from the General Fund of the Treasury of the Virgin Islands for the fiscal year ending September 30, 2000, the sum of $135,000 to the University of the Virgin Islands for payment of veteran’s tuition pursuant to Title 17, chapter 33, section 471, Virgin Islands Code. SECTION 6. There is appropriated from the General Fund of the Treasury of the Virgin Islands for the fiscal year ending September 30, 2000, the sum of $15,000 to the University of the Virgin Islands for senior citizens tuition, pursuant to Title 17, chapter 33, section 475, Virgin Islands Code. SECTION 7. There is appropriated from the General Fund of the Treasury of the Virgin Islands for the fiscal year ending September 30, 2000, the sum of $10,000 to the University of the Virgin Islands for National Guard of the Virgin Islands tuition exemptions pursuant to Title 17, chapter 33, section 473, Virgin Islands Code. SECTION 8. SECTION 9. There is appropriated from the General Fund of the Treasury of the Virgin Islands for the fiscal year ending September 30, 2000, the sum of $225,000 to the Virgin Islands Academic and Cultural Awards Endowment pursuant to Title 17, chapter 36, Virgin Islands Code. The funds appropriated herein shall be released to the University on a quarterly basis pursuant to a schedule established by the University, and such funds shall not be subject to delay of allotment or release, in whole or in part, by the Budget Director or the Commissioner of Finance. Each item of appropriation contained in this Act shall be reduced by the sum expended for the objects and purposes of such item between October 1, 1999 and the effective date of this Act, which sum was expended pursuant to Section 9(e) of the Revised Organic Act of the Virgin Islands, 48 U.S.C. § 1575(e).
