VIPD continues to make strides toward achieving substantial compliance in the three remaining partially compliant paragraphs of the Consent Decree (CD): paragraphs 37, 64 and 71. During this reporting period, VIPD has achieved two important accomplishments in that regard. First, while the parties and the IMT have recognized the valuable oversight and review performed by the Compliance and Change Management Unit (CCMU), there were, nonetheless, concerns regarding the effect of the timing of CCMU’s audits on their ability to have the most beneficial impact. …
