The Impérial Par- liament would retain this conn.'ol until sueh titne as the two parlia- ments work out 2 scheme for its direc- tion by a Council for Irzlands and re- quest is made to the Imperial 2arlia ment to turn it over. The measure fol- lows closely the outline given in the House of Commons by Mr. Lloyd George in December last. By its provisions, two Parliaments would be set up, one tor the North of Trelazd and the othér for tne South, the Northeen Parliament to consist of iifty-two merabers ard the Soiithern of one hundred and twenty- eight. Representation in the Imperial Parliament would be twelve so- the North of Ireland, and tairty fcr the South of Ireland, necessitating the re- appointment of I.eland as providad for in the Bills. The Northery area would be composed of the couanties of Antrim, Armagh, Down, Fermanagh, Lcndon- derry and I'vrone, and the borouzns of Belfast and Londonderry. A Counci! for Ireland composed of forty members also provided for in the 811. The Le- gislative Powers of the Council would be only those granted by th: two legislatures, but the framers of the Bill hope it will form a nucleus around which could be built one pacliament for the whole of Ireland almost unlimited executive. legislature and judicial are provided for such a united Parliament, but the power to be conferred on the separate parliaments would be ccnsid- erably curtailed. Responsibility for or- ganizing a united parliament and power to create it are left entirely with the two legislatures. The Bill provides that this Parliament, if formed, would con- trol customs and excises at the outset. According to the Biil this Parliament would have full control cf education, local Govt., the land policy, agriculture, roads and bridges, transportation, old age pensions, municipal affairs, hous- S el B R E X N ing hospi:als and licenses.
