ADDITIONAL NOTARIES PUBLIC PRro- VIDED. . In addition to notaries public above provided, the Governor may appoint and commission other notaries publ¢ for the Distriet, not exceeding ten in number. Each notary publie provided for in this section shall be formally commissioned and shall hold such office for a period of four years. Each additional notary public appointed by the Govarnor must be a citizen of the United States or of the Virgin Islands and must have bee, a resident of the Virgin Islands for a period of five years immediately preceding his or her appointment., Every person ap- pointed as a notary public must continue to reside within the Disirict darin the term ot his offic2, and removal from :ihe Distriet shall vacate his office and is equivalent to resignaiion. FEE FOR NOTARY COMMISSION. In no case shall it be legai for 4 notary public to certify, attest or take an oath for or to an instrument to which he is an interested party. Each additional notary . Lt & v s public shall pay to the Colonial Treasury a fee of sis'y dollars for such commission and thereafter on the first day of January of each year an annual fee of twenty- five dollars. Tlnon defauit of payment of the annua: (fee and representation thereof by the Government Attorney, the Governor shall cancel such appoint- ment. BOND REQUIRED. Each additional notary public -must execute an official bond in favor of the Municipality. in the penal sum of tw) thousand five hundred doilars with two resident sureties, who are owners within the Municipality, of real property of value of five thousand doliars over and above encumbrances thereon. which bond must be approved by the Judge of the Distriet Court. OATH REQUIRED. Each additional notary publie, upon the approval of his or her official bond, and after having taken official oath, shall transmit sucia bond and oath, daly signed by him or her, to the office of the Gov- ernment Secretary, whereupon the Gov- ernor may issuz a commission. OFFICIAL RECORD REQUIRED. For tne official miseonduct or neglect of a notary public he or she and sureties on his or her official bond are liable to the pariies injured thereby for all dam- ages sustained. [Kach notary publie shall keer an officiall record in which a memorandum of all official acts shall ke noted and the Judge of the Distriet vourt is hereby authorized to inspect the official record ot any notary publie at ¢ny time. At the expiration of the term of office of each additional notary, his official record shail be permanently filed in office of the Clerk of the Distriet Court. SEAL REQUIRED. Each notary shall keep an oficial im- pression seal bearing his name ani the date of expiration of his commission. COMPENSATION FOR ADDITIONAA No- TARIES. Each additional notary shall retain the fees earned by him or Ler as notary publie. SPECIAL [UDGE OF THE DISTRICT COURT, WHEN APPOINTED. Section 16.—That whenever he Judge of the District Court is disqualifie in a particular cause or unabie to ac: by reas- on of Illness or other cause, he shall at once notify the Governor of such fact, -whereupon the Governor shall appoint a special judge to aet in tha partieular cause or during the duration of the in- ability of the regular judge. Such speciai judge shaii receive franes seven- ty five per day for his services, to be defrayed out of maintenanc: of courts. SPECIAL JUDGE FOR POLICE COURT PROVIDED. : Section 17. —ln case °f the disqualifica- tion of a Police Judge in a partcular cause or inability to act by reason of illness or other cause, such fact shall pe made known to the Distriet Judge, who shall thereupon, either administer the Police Court or designate some person to administer such court. The compen- sation for a special judge to administer ¥ a Police Court shall be francs twenty- five per day to be defrayed out of main- tenance of courts. JURISDICTION OF POLICE COURTS. Section 10.—-The Police Court shall exercis2 jurisdiction, but nrt exciusive, in the following caus-2s: (1). For thza recovary of spacific por- sonal property. when the value of the same Ire2s3 not exeazd two hundred dol- lars: ; | (2). For the recovery of money or damages when the amount claimed does not exczed two hundred dollars: (3). To give judgment without aection upon confession of the defendant for any of the causes specified in this see- | tion. CRIMINAL. The Pohlizce Courts shall also have jur- isdiction, but not exclusive, of the fol- lowing criminal cases: (1). Larceny when the value of the property does not exceed fifty dollars: (2). Assualt or assaulc and battery not charged to h' ve been commited with intent to commit a felony, or in the course of a riot, or with any weapon or unon a public officer when upon duty: (3). Os any other misdemeanour when the greatest punishment presecribed therefor does not exceed six months im- _ pr sonment or a fine of two hundred dol- lars. (4). Os any offense wherein jurisdic- tion 1s specifically conferred upon the Police Court; {ORONER PROVIDED. (). The Judge of the Police Court shall also exercise power as a magis- traie and shall be coroner. JURISDICTION OF P’OLICE COURTS NOT TO INCLUDE CERTAIN CASES. Section 19.-The jurisdiction conferred by the last section does not extend, how- ever - (1). To an action in which the title to real property shali come into question. \ (2). To an action for faise imprison- *} ment libel, malicious prosecution,criminal conversation, seduction upon a promise to marry, in actions of an equitable na- ture, or in admiralty causes.
