In May 2023, Advanced Sustainable Technologies (AST) Cleantech received Qualified Facility (QF) certification for its planned St. John facility. The small-scale plant is designed to generate approximately 750 kW of electricity, operating around the clock to serve as a baseload power source. While modest in size, the facility would be capable of handling most of St. John’s waste disposal needs. AST has successfully developed similar plants in Europe and has expressed interest in expanding the model to larger facilities on St. Thomas and St. Croix if the St. John project proves successful. The project, which has been under review for nearly two years, is expected to deliver multiple benefits: renewable energy generation for St. John, improved waste management solutions, and progress toward the territory’s long-term sustainability goals. The initiative is fully funded through a combination of private equity and financing. To move forward, the project requires final agreements with the Virgin Islands Waste Management Authority (VIWMA), including a land lease and supply arrangements. PSC commissioners have emphasized the importance of timely cooperation from VIWMA, which is legally obligated to negotiate in good faith with QF-certified entities. In response, VIWMA has proposed meeting dates with AST Cleantech later this month to advance the agreements needed for implementation. "This project has been pending for far too long," said Commissioner David Hughes of the PSC. "The Waste Management Authority must now engage in good faith to move this forward. The potential benefits to St. John’s energy resilience and waste management are significant."
