ACTNO, 7857 BILL NO. 31-0302 THIRTY-FIRST LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2016 An Act appropriating funds to the Department of Public Works for the construction of a mausoleum to house the remains of the late Governor Juan Francisco Luis and to host a dedication ceremony ---0--- WHEREAS, Juan Francisco Luis was born on July 10, 1940, in Vieques, Puerto Rico to Juan Luis and Victoria Saldana de Monell; and WHEREAS, Juan Luis grew up on St. Croix and graduated from the Christiansted High school as the Valedictorian of the Class of 1958; and WHEREAS, Juan Francisco Luis began his political career in 1972 when he was elected to the 10" Legislature of the Virgin Islands, where he completed one two-year term as a senator; and WHEREAS, in 1974 Mr. Luis ran for Lieutenant Governor with gubernatorial candidate Cyri! …
