**CHARLFS E. NIBBS’ TESTIMONY - Regarding Bill No. 36-0150: An act honoring and commending Thelma Leona Petersen-Springer, posthumously, for her outstanding community service to children and the people of the Virgin Islands. Proposed by Senator Kenneth L. Gittens ********************MY TESTIMONY************************ I, Charles E. Nibbs, also known as Chaz “Hollywood” Nibbs, Co-Founder of Luvkids Television and Radio Productions, Inc., appear, by invitation, before the Senate Committee on Government Operations, Veteran Affairs, and Consumer Protection to give testimony in support of an act honoring and commending Thelma Leona Petersen-Springer, posthumously, regarding the God- Given Gift of caring for children, and having turned her home into a safe, productive, and educational placefor children learn about their musical and performing talents theypossessed, and at the same time, instilled discipline in their actions with her eyes and vocal commands. Miss Springer, affectionately called Mama by the children she mentored, had the opportunity at Miss. Springer expense, to join her founding majorette group and band, and perform at Crucian Christmas Festival Parades and other events. No girl or boy was left behind because thefrparents couldn’t afford to payfor their majorette outfits, including baton, shoes, and band instruments. When the children left Miss Springer’s home, their bellies were full, as she loved to cook and feed her garden of children. Approximately 7 years before she transitioned to her heavenly home, in the presence ofothers, Miss. Springer made it known that when she died, she requested that Police Officer Charles E. Nibbs deliver her Eulogy by using (2) Two Microphones to the laughter of those present, including my lovely wife, Mrs. Anita M. Osborne-Nibbs, and me. Her request was fulfilled with honor. In conclusion, a person like Miss Springer is rare, and her legacy must be preserved. That’s why, in delivering her Eulogy, I proposed to have the road that runs in front of her residence named in her honor, and I approached The Honorable Senator Kenneth “Kenny” Gittens, who made my thought a reality by his proposal, and I thank him, on behalf of Miss Springer’s Garden of Children. NIBBS AND LUVKIDS’ FAMILIES WE SERVED; A PLAQUE-PRESENTATION HONORED MISS SPRINGER, OVER (2) DECADES AGO, AT A SURPRISED EVENT AT BOTANICAL GARDENS, WHICH MADE NEWS HEADLINES ON THE THEN CHANNEL 8 NEWS AND THE THEN ST. CROIX CABLE TV CHANNEL 13, MANAGED BY MR. JAMES “JIMMY” ROGERS. *SPRINGER SHED TEARS OF JOY: MISS SPRINGER SHED “TEARS OF JOY” (SEE ATTACHED PHOTO) AND STATED: “NO ONE EVER HONORED ME. WE CELEBRATED MOTHER’S DAY THIS PAST SUNDAY WITHOUT OUR MOTHERS, AND THAT DOESN’T HELP THE PAINS OF US MOTHERLESS FOLKS. WE’VE GOT TO LET GO AND LETALMIGH7Y GOD HEAL OUR PAINS. I KNOW MISS.
