On December 12 – 13, 2024, VIPD, the United States, and the Independent Monitoring Team (IMT) conducted a summit in St. Thomas to identify obstacles that VIPD faces in reaching substantial compliance with the three remaining paragraphs of the Consent Decree and how to ensure that once it is reached, full compliance can be sustained throughout federal monitoring and beyond. …
