Order No. 1/2023 FOR CERTIFICATION AS A QUALIFIED FACILITY IN THE UNITIED STATES VIRGIN ISLANDS Ne! Nee Nee ee” ee’ eee” ORDER WHEREAS, on September 27, 2022, the Virgin Islands Public Services Commission (hereinafter “Commission” or “PSC”) received an Application from Haugland Virgin Islands, Inc. (hereinafter “Haugland”) requesting certification as Qualified Facility (hereinafter “QF’’) in United States Virgin Islands (hereinafter “USVI”); and WHEREAS, Haugland is proposing 10 Megawatt Photovoltaic (Solar), 20 Megawatt Battery Energy Storage System (BESS) on St. Croix; and WHEREAS, on October 20, 2022, the Commission received a Report and Recommendations from its Technical Consultant, Georgetown Consulting Group, Inc.
