Box 7668 St. Thomas, U.S. Virgin Islands 00801 Re: Reimbursement for Drilling Water, Tutu, St. Thomas Dear Mr. Gumbs: This letter is to confirm your May 8, 1992 telephone conversation with Thomas Danahy of Geraghty & Miller, Inc. regarding the use of the water supply stand-pipe at the Virgin Islands Housing Authority (VIHA) maintenance building in Tutu. This water will be used during the upcoming subsurface investigation for drilling of monitoring wells and steam cleaning of drilling equipment. The Water and Power Authority (WAPA) water supply line has a meter prior to the VIHA stand-pipe; this meter is used to determine the monthly billing of water used by VIHA. Therefore, we will make monthly payments to VIHA for water used by Geraghty & Miller and our drilling subcontractor. …

Box 7668 St. Thomas, U.S. Virgin Islands 00801 Re: Reimbursement for Drilling Water, Tutu, St. Thomas Dear Mr. Gumbs: This letter is to confirm your May 8, 1992 telephone conversation with Thomas Danahy of Geraghty & Miller, Inc. regarding the use of the water supply stand-pipe at the Virgin Islands Housing Authority (VIHA) maintenance building in Tutu. This water will be used during the upcoming subsurface investigation for drilling of monitoring wells and steam cleaning of drilling equipment. The Water and Power Authority (WAPA) water supply line has a meter prior to the VIHA stand-pipe; this meter is used to determine the monthly billing of water used by VIHA. Therefore, we will make monthly payments to VIHA for water used by Geraghty & Miller and our drilling subcontractor. The quantity of water used by Geraghty & Miller will be documented by an accounting of the number and volume of water tanks filled at the stand-pipe. It is anticipated that approximately 1000 gallons per day will be used Monday through Friday for approximately eight weeks. Drilling will begin on Monday, June 1, 1992. We suggest that the amount of water used will be subtotaled by Geraghty & Miller and VIHA representatives at the end of each day. Geraghty & Miller will submit to your office a signed daily report listing the number of gallons used. A copy of the daily report is enclosed for your review. The bill for total gallons used in each month will be calculated using the same rate per gallon used by WAPA to bill VIHA.
