GOVERNOR ACT NO. 7005 BILL NO. 27-0071 TWENTY-SEVENTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2008 An Act appropriating $400,000 to The Village—Virgin Islands Partners in Recovery for the purchase of a shelter on the island of St. Croix ---0--- WHEREAS, the Legislature of the Virgin Islands deems it necessary and imperative for the well-being of the people of the Virgin Islands that investing adequate funding to support programs and infrastructure needs to tangibly address. mental illness, homelessness and substance abuse is of vital importance; and WHEREAS, as a people and community, the Virgin Islands can be judged by society and the global community based on the emphasis placed on treatment and care for those who are defenseless and do not have the ability and means to care for themselves; and WHEREAS, it is the moral and ethical responsibility of a community to attend to the weakest and most vulnerable of its citizens; Now, Therefore, Be it enacted by the Legislature of the Virgin Islands: SECTION 1. …
