Lugar Chairman, Committee on Agriculture, Nutrition, and Forestry United States Senate Dear Mr. Chairman: During the last 2 years, we have responded to the Committee’s interest in identifying ineligible individuals who are improperly participating in the Food Stamp Program administered by the U.S. Department of Agriculture (USDA). In 1997 and 1998, we reported that millions of dollars in food stamp overpayments in four states were caused by counting thousands of inmates of correctional institutions and thousands of deceased individuals as household members.1 In these reports, we recommended several actions, including the use of automated systems, to identify such ineligible participants. …
