TO PROVIDE FOR A RE-ORGANI- ZATION, REGULATION AND GOV- ERNMENT OF THE MUNITIPAL POLICE FORCE OF ST. CROLX, Be it enacted by the Colonial Counlqil for St. Croix in Session as- sembled. oL 1. There shall be in the Mumicipality of St. Crcix ar organized Police Force, to be known as ‘‘The Municipa. Police Foree’’ whose duty it shall be to protect persons and p operty, maintain and pe- serve public order, prevont, detect.and repress crime, and, within the sphere of its duties, entorce obedience to the laws, and to rules ani regulations issued in pursuance of la'., throughout the said Municipality. . 2% The Municipal Police Force is here- by charged with the direction, marage- ment, maintenance and the discipline of all prisous in St. Croix; also with “the safe-keeping and activities of all persons confined in any prison in St. Croix. The Municipal Police F-rce shall be composed of a Director and four District Chiefs of Police, Inspectors, Sergeants, Patrolmen and Marrons. ’ 3. The actual numerical strength of the Municipal Police Force shall be such as the Governor may from time to time determine, and, excepting as provided in the next section, the maximum shall not exceed forty-two members. 4. In case of riot, or impending, or unusual disturbances, the Director of Police may. if he deem the Municipal Police Forec inadequaie to maintain law and order, specially deputize any num- ber of citizens of the Island of St. “roix to act as special volicemen of the Muni- cipal Police Force. It shall he mandatory for any citizen selected by the Director of Police for special police duty to serve as 2 member of the Worce for a period not to exceed thirty-six hours without pay and such special policemen shall be subject to all rules, regulations and or- ders governing the Force. 5. The supreme authority in respect to the direetion and eontrol of th» Muni- cipal Police Force and all its dudies, shall be veste : in the Gev:rnor, but the Force shall be under the immediate command and conirol of the Director of Police, or in his absence of the next highest rank- ing member of the Force to be known as **Acting Director of Police’”. -~ 7. ‘The Director of Prlice is charged with the supervision and administration of the Municipal Police, under the diree on of the Governor, from whom he shall 8 BB O X A 1B receive orders® and to whom he shall sub- mit such reports as may be required. He shall also be, ex-officio sherift “or the Municipality of St. Croix, and for each and all of :he Judicia, subdivisions of the Island of St. Croix. The Director is further charged witn the following duties. 1. He shall superintend the purchase of all property acquired by the Police Depariment, certify to tae correci- ness of all vouchers in payment ’ therefor and e responsible fdr such -~ ~ property. 2. He shall ca:se to he kept in Phe Po- lice Headquarters an accurate and complete Yecord of all property of value which may be found, or re- covered cr which may otherwise come _ into pgssesion of members of the Policeq?orce, whose owners are un- known, and shall make such disposi- tion as may be required vy law. 3. He shall supervise and be responsi- ble for the prepa:ation of all pay- volls and vouchers for expenditures on account of the Policé Department as well as for the safe keeping and proper accounting for all monies re- ceived by the Police Department. 4. He, or the Actini Director of Police, shall proceed with aj possible dis- patch to the scene of any serious dis- order or unusual oeccurvence wierc ~ his presence may be required and will personally take comm nd of tke Municipa! Police at such place. 8. A District Chief of Police is the com.mar.ding police officer of the district to which he is assigned. He is the rep- reseatative within hi: distrier of the Director of Police, whoze orders he <hall receive and obev, to whom he shall sub- mit required reports and to whom he shall be respos ble for the proper su- pervision of Police affairs in the district to which ne is assigned. He shall be responsible for the prover discipline of those under his command, for their efficiency in poiice work, their omoliance with the rules and regulations governing the Municipal Police Force, the proper care of Government property and equipment in his charge and for the mainte ance of such records and files as are lequired by rule or regulation. 9. Inspectors and Sergeants shall per- form such duties as may be assigned them by the Chief- of FPolice or District Chief of Police. 10. It is ihe ¢uty of lnspectors. Ser- geants, Patrolmen to protec” life and proparty, pravent crime and disorder and obey the orders of their superior oficers; while on patrol duty to cons‘anily patrol the streess and other plac® on their beats, acquaint themselves w th the peo- ple by sight. name places of residence and ocenpation, take possession of lost property found, delivering it to their O mmanding Officers; to treat courteous- ly ail persons who ask for information or assistance and render properaid to per- sons requiring it; to give their names and numbers to any persons who ask for it- to use all possible diligence in secur- ing evidence relating to. any erime and to confluct themselves at all timesin an or- deriy, respectful and moral manner. They shall render prot=ction to people assembled at all public meetings ofa law- ful nature and maintain order there at. They shzall thoroughly -investigate be- fore making a report, an@ shail not be- come involved in disputes or intrigues. 11. The Director nos Police, the District Chiefs of Polic2, and the Inspecto s shall be appointed by the Govervor. Ail other® members of the Foree shall be appointed by the Direct:r of Police. The Director of .Police shall have full power "o suspend, with or without pay, discharge, or reduce in grade any ap- pointment made by him. 12. The Direcior of the Muniecipal Police Force is hereby authovized tc pre- pare rules and regulations concerning the detail ard duties and to further the prover discipline and maint2nance of the Municipal Police Force, and, to jrovide penalties for the violations-of rulss and regulations. Anvppeals for such penaliics lie to the Governor, whose decision there- on shall be final. 13. Tre Director of the 'Municipa!l Police Force is charged with the manage, ment, direction and maintenance of ai! prisons and jails in St. Croix. H~ shali be in charge of all properiy belonying to the prisons and jails. and he shail keen an account of all expenses, and render such reporis as may be requested by the Governor. He shall receive and confine, or ecause to be received and confined all parsons charged, or hereafter charged or con- “icted of an offense against the laws in force in St. Croix in “ccordance with the terms of the mirtimus or commitment duly issued by a comp:tenc autlority, and he shall safely keep such porsons until discharged by due enurse of law. 14. The Director of Police is I 2reby authorized te make all rules and r.cula- tions necessary or needful for the e ntrol of the prisoners and to provide peralties for the violation thereof which sh:il be submitted to and approved by a coinmit- tee of thrre members named by the Colonial Counell, 15, The Ordinance of Augus: 31. 1918, providing for a Municipal *olice Force for St. Croix 1s hereby repcaled, excepting sections eleven and twelve thereof.
