Dublin, Aug. 23rd. - The election cam- paign, although urged with great vigour, is distinguished by the extraordinary absence of the violence which usually characterizes al! Irish elections. This is rezarded as eloquent testimony to the changed politic 1 conditions, but is also due to the fac’ that the Republicans row are professing to stand for law and order. Polling day, next Monday, has been pro- claimed a public and bank holiday. Constantinople, Aug. 23rd.—The Tur- kish Grand National Assembly at Angora today ratified the Lausanne treaty with the Allies. Os the total of 235 votes cast, 215 were in the affirmative. Ottawa, Aug. 23rd.—Mr. Dandurand, Government leader in the Senate, will be acting Minister of Justice during the ab- sence in Europe of iir Lomer Gouin, it was announced by the Premiei tonight. Mr. Robb Minister of Immigration will be acting Minister of Railways and Canals in the abserice of Mr. Graham. Sir Lomer Gouin left Ottawa tonight and will join Mr. Greham at Montreal. They will sail on Satariay and after at- tending the League of Nations confer- ence at Geneva, will zo to London where they will represent Canada at the Impe- rial Economic Conference. Moscow, Auyg. 23td.—Foreign Minister Tchiteherin has sent a note to the British Government protesting against the rais- ing of the British flag on Wrangel Island by Stefansson, the explorer. Wrangel was incorporated into Russian territory in the years 1821-24, the note says. In 1910 Russia built lightheuses on theI - land and undertook orher works there and in 1915 formally notified the Allied and neutral Governments that Wrangel, together with the other islands and ter- ritories along the coast of Siberia, con- stituted integral parts of Russiau terri- tory. As durinz the entire intervening period no Government had questioned Russia’s claim to the island, the note savs, the Soviet Gevernment regards the raising of the flag ther2 as a violation of Russia’s sovereignty. Berlin, Aug. 23rd.- The finaiciai and political situation facing the new German Government must be regarded as well nigh desperate, DY. Rudolf Hiferding, the Mini~ter of Finance, declared today in addressing the budget committee of tha Reichstaz. The payment in execution of the peace treaty increased from 450 billion marks in January, to four trillion in July, Dr. Hilferdiog asserted, and these would be considerably increased in the present month.
