The first agriculture census was taken in 1920 as part of the decennial census, a practice that continued every 1 years through 1 960. The 1 964 Census of Agri- culture was the first quinquennial (5-year) census to be taken in Guam. In 1976, Congress authorized the census of agriculture to be taken for 1 978 and 1 982 to adjust the data reference year to coincide with the 1 982 Economic Censuses. After 1 982, the agriculture census reverted to a 5-year cycle and is taken covering years ending in "2" and tfy II Governor or a representative from his/her staff to act as census supervisor in accordance with a Memorandum of Agreement prescribed or approved by the Director of the Bureau of the Census. FARM DEFINITION The data presented in this report relate to places qualifying as farms for census purposes. For the 1987 Census of Agriculture in Guam, a farm was defined as any place from which $100 or more of agricultural products were sold or normally would have been sold during the census year. This is a definitional change from 1 982. For 1 982, a farm was defined as a place on which any crop, vegetable, or fruit was harvested or gathered during 1 982, or on which there was any livestock, or 1 5 poultry or more at the time of enumeration. COMPARABILITY OF DATA Data comparability has been maintained by revising the historical data to conform to the new farm definition. Appendix B of this publication also has 1987 data pre- sented using both the old and new definitions for major items requested in the 1 987 Census of Agriculture. USES OF THE CENSUS The census of agriculture is the recognized source of statistics about Guam's agricultural production and the only source of consistent, comparable data at the district level. Census statistics are used to measure agricultural production and to identify trends in an ever changing agricultural sector. Many local programs use census data as a benchmark for designing and evaluating surveys. Private industry uses census statistics to provide a more effective production and distribution system for the agricul- tural community. TABULAR PRESENTATION Island data—Tables 1 through 9 show detailed island level data accompanied by historical data from the previ- ous census. Tables 23 through 26 provide 1 987 island data cross tabulated by tenure of operator, age of operator, size of farm, and value of agricultural products sold. Election district data—Selected data items are pre- sented by election districts in tables 1 through 22, which includes general data for all districts. AUTHORITY AND AREA COVERED CENSUS DISCLOSURE RULES The 1987 Census of Agriculture was taken in accor- dance with the provisions of Title 13, United States Code. Sections 142(a) and 191 provide for a census of agricul- ture every 5 years in each State, the District of Columbia, Puerto Rico, Guam, and the Virgin Islands of the United States. The census data for Guam may be collected by the In keeping with the provisions of Title 13, United States Code, no data are published that would disclose the operations of an individual farm. However, the number of farms in a given size category or other classification is not considered a disclosure, so this information may be given even though other information is withheld. 1987 CENSUS OF AGRICULTURE INTRODUCTION V DEFINITIONS AND EXPLANATIONS INVENTORIES, PRODUCTION, AND SALES DATA Definitions and a general explanation of terms used are shown in appendix A. Appendix B displays a bridge table of selected items with the 1987 data by the current definition and the same data by the previous farm definition. The 1 987 report form is shown in appendix C. Inventories of livestock and poultry are as of the day of enumeration. Crop and livestock production, sales, and expense data are for the calendar year. General Explanation Page TAKING THE CENSUS A-1 OFFICE PROCESSING A-1 DEFINITIONS AND EXPLANATIONS A-2 FARM CLASSIFICATIONS A-4 RELIABILITY OF DATA A-5 TAKING THE CENSUS Report Form The report form for the 1 987 Census of Agriculture in Guam was prepared by the Outlying Areas Branch of the Agriculture Division, Bureau of the Census, in cooperation with the Department of Commerce of Guam. The content of the 1 987 census report form is similar to that of the 1982 form. Some changes were made to provide more meaningful and useful statistics, and to facilitate the processing of the collected data. A new data item was added for type of organization. One other change was listing vegetables and field crops alphabetically in section 3. Training Program The project manager, crew leaders, and enumerators employed for the census in Guam received special training in accordance with instructions prepared by the Bureau of the Census. The training included classroom practice in interviewing and filling out the report form, and a detailed discussion of the enumerator's instructions. {Method of Enumeration The statistics in this report represent totals of data collected from farm operators during a 9-week pehod, beginning in February 1988. Prior to enumeration, Guam was divided into 1 9 Enumeration Districts (ED's) and each district was clearly delineated on special ED maps. Each enumerator was assigned an ED and furnished with a map of the district to be enumerated. In all areas, except cities and other heavily populated areas, enumer- ators were required to visit each dwelling (or place), list the name of the head of household, and ask a series of screening questions. If the place qualified as an agricul- tural operation, the enumerator was required to complete a report form (see appendix C). For urban and other heavily populated areas, enumerators were given a list of 1982 farm operations and were required to enumerate those that still operated as a farm. To ensure as complete an enumeration as possible, the enumerators were required to plot the location of each occupied dwelling or place on the ED map. They were also given lists of special and large farms located in each ED and were required to complete a report form for each name listed or an explanation of why one was not necessary. Enumerators were to ask enough questions about tracts of land on which there were no dwellings to determine whether a report form should be completed for the owner or person in charge. This procedure was designed to ensure complete coverage of all land used, whether oper- ated by an individual, partnership, corporation, or institu- tion. To avoid duplication or overlapping of enumeration, rules were established whereby responsibility for coverage could be determined. If a place was entirely within the boundaries of an ED, the enumerator assigned to it was responsible for completing the report form, regardless of where the operator lived. If a place was partly in one ED and partly in another, the enumerator assigned to the ED in which the operator lived was responsible for completing the report form; including all land the person operated in Guam regardless of ED. OFFICE PROCESSING The office processing was done in the Agriculture Division at the Bureau of the Census. Each report form was edited and coded prior to being keyed and tabulated. Report forms obtained for places not meeting the census farm definition criteria were voided and removed from further processing. The remaining report forms were exam- ined for accuracy, consistency, and completeness. Errors in computations and in units of measures, inconsistencies, and misplaced entries were corrected. Incomplete reports were adjusted on the basis of related information on the same form or on report forms for nearby farms of similar type and size. After all report forms had been reviewed, the data were keyed and subjected to a thorough computer edit analysis. The computer analyzed the data for each farm for com- pleteness and consistency, and recorded all inconsisten- cies. These inconsistencies were reviewed by subject matter specialists, corrected, and keyed into a correction file. The corrected data were then tabulated by the com- puter and printed out for review. Following necessary corrections, the data were retabulated and a printout was provided so that the data tables could be prepared for final publication. 1987 CENSUS OF AGRICULTURE APPENDIX A A-1 DEFINITIONS AND EXPLANATIONS The following definitions and explanations provide a more detailed description of terms used in this publication than are available in the tables or on the report form. For an exact wording of the questions on the 1987 report form, see appendix C. In the tables, data for land in farms, land use, fruit and nut trees, and livestock and poultry on hand represent the situation existing at the time of enumeration of each farm. The enumeration for the 1 987 Census of Agriculture began in February 1988, and the 1982 census in March 1983. All other data, such as that relating to acres, production, sales, hired workers, and expenses are for the calendar years 1987 and 1982. Farms or farms reporting—Data for "farms" repre- sent the number of farms for which the specified item was reported. The difference between the total number of farms and the number of farms reporting an item repre- sents the number of farms not producing that item, pro- vided a correct report was received for all farms. Land in farms—The land in farms was determined from the answers to questions 1 through 7 in section 2 of the report form (see appendix C). The amounts of land reported as owned, rented from others, used under permit, occu- pied without permit, or furnished by the government were added together, and the amount of land reported as rented to others was subtracted from that sum. The result repre- sents "land in farms." Although the area designated land in farms consists primarily of agricultural land—i.e., land used for crops, pasture, or grazing—it also included areas of land not actually under cultivation nor used for pasture or grazing. For example, woodland and wasteland owned or rented from others were included as land in farms unless the report indicated it was being held for nonagri- cultural purposes, such as recreational or for timber. Land owned—l\\is includes all land held by the operator or his/her spouse under title, purchase con- tract, homestead law, or as heir or trustee of an undivided estate at the time of enumeration. However, land used by the U.S. military services was excluded even though owned by the operator. Land rented to others—lW\s includes all land the operator rented or leased to others and all land assigned to others on shares or rent free during the past year. For the most part, the land rented to others represents agricultural land, but it may also include land rented for residential or other purposes. The tenant is considered to be the operator of land leased, rented, or worked on shares, even though the landlord may supervise the operations. The landlord is considered to be the oper- ator of only that portion of the land not assigned to tenants. Land rented from o//7e/s—This includes not only land that the operator rented or leased from others, but also land worked on shares for others and land occupied rent free. Land occupied by permit—This includes all land for which the operator had a Government of Guam permit. Rights to use land owned or controlled by the Govern- ment of Guam are in the form of permits rather than lease or rental arrangements. Land occupied mthoutpermit—This includes all land occupied by the operator as a "borrower" or "nonper- mitte," without ownership rights to the land, or without any kind of permit, lease, or rental agreement. Land furnislied by Government—THs includes all land that the Government of Guam furnished to the operator in connection with his/her living quarters. Land use—Land in farms is categorized according to the way it was being used on enumeration day. The land uses described in the following paragraphs are mutually exclusive in that each acre of land is counted only once, even though it may have had more than one use during the year. Croplandused forcrops—Thxs includes all land planted in crops at the time of enumeration. Land was to be reported only once, even if two or more crops were planted on it. Land in crops includes land in bearing and nonbearing fruit and nut trees or plants or any other tree crops; land that had partial but not total crop failure; and land in home gardens. Cropland used for pasture—This includes all crop- land on the place that was used only for pasture. Land planted in crops, even though the crops were not to be harvested, was not to be included here. Croplandnot used for crops orpasture—This includes cropland on the place that was not used for crops or pasture. It does not include land so hilly, rocky, or wet that the cost of improving it for cultivation would be more than the operator could pay. Nor does it include land in roads, streams, or swamps. It does include land on which there was total crop failure due to flood, drought, insects, fire, or other causes; cropland lying idle; and cropland planted with soil improvement grasses, or other cover crops planted for improvement. Pasture/andusedforpast/re orgrasj'ng—This includes land used for greizing livestock at the time of enumera- tion. It does not include cropland, even though cattle or other livestock may have been greized on it. Pastureland not used for pasture or grazing—This refers to all land suitable for pasture or grazing that was not being used for grazing livestock at the time of A-2 APPENDIX A 1987 CENSUS OF AGRICULTURE enumeration. It includes land that, in the opinion of the operator, could have supported enough plant growth, either native or planted for grazing, provided the clear- ing and grazing of the land would not seriously damage it. All other land—lW\s includes all land not qualifying as either cropland or pastureland as defined above. It includes land in house lots, barn lots, ponds, ditches, swamps, steep slopes, roads, brushland, wasteland, and forest areas. Crops harvested—The report form contained individ- ual inquiries for crops commonly grown and space to write in those less frequently produced. The information requested in 1987 includes acres of crops harvested, pounds har- vested and sold, and value of sales. Vegetables and field crops—The number of acres harvested, the total quantity of each vegetable and field crop harvested, the quantity sold, and value of sales during 1 987 were to have been reported. When two or more crops, or two or more plantings of the same crop were harvested from the same land during the year, the area was to be reported separately for each crop or planting. Fruits and nuts—For fruits grown on farms, informa- tion was obtained on the total acres, total quantity harvested, the quantity sold, and value of sales during the year. Data were also collected separately for the number of trees or plants, both bearing and nonbearing, that were on the place on enumeration day. For bread- fruits, betelnuts, coconuts, guavas, soursops, starfruits, and other wild or cultivated fruits, nuts, or crops, the reported data represent total quantities harvested or gathered during the year by all members of the opera- tor's household, both from land on the farm and other land. Data for nursery and ornamental plants, flowering trees and plants, and shrubs reflect the number of plants on hand at time of enumeration. Plants sold and value of sales were for calendar year 1987. Farm operator—The term "operator" designates a person who operates a farm, either by doing the work himself/herself or by directly supervising the work. The operator may be the owner, a member of the owner's household, a tenant or renter, the manager, or the person in charge of an institutional farm. By definition, the number of operators is the same as the number of farms. Operator characteristics—Data were obtained to clas- sify the operators according to five characteristics. 1 . Residence of operator—Farm operators were clas- sified by residence according to whether or not they lived on the farms they were operating. Some of those who did not live on the farms they operated lived on farms operated by others. If all the land was rented from others or worked on shares for others, the operator was considered to live on the farm operated if the dwelling was included in the rental agreement. In such cases, the dwelling was not necessarily on the farm operated. Similarly, an operator who did not live on the land being culti- vated, but who had some agricultural operations (other than a home garden) at his/her dwelling, was considered to be living on the farm operated. 2. Year began operating present /am?-Enumerators were instructed to obtain the year an operator began to operate the farm, i.e., the first year the operator took continuous charge of the present farm or any part of it. 3. Age of operator—Operators were classified by age into six groups. The average age was obtained by dividing the sum of the ages of all operators reported by the number reported. 4. Main occupation— If the operator devoted 50 per- cent or more of his/her work time to agricultural activities, his/her main occupation was considered to be agriculture, otherwise his/her occupation was considered nonagricultural. 5. Work off farm—Data for work off farm have been collected since 1969. It was enumerated to provide information on the extent of part-time farming in Guam. Operators reporting off-farm work in 1987 varied from those who worked full time for the military installations to those who supplemented their income with odd or spare time jobs. Only work by the operator for pay was to be reported. Days worked off the place were to include work at another farm or a nonfarm business, such as a store or repair shop; or at a profession such as doctor, lawyer, or teacher. Exchange work was not to be reported. Type of holding—Agricultural operations are classified on the basis of whether they are producing mainly for home consumption, or mainly for sale. Holdings producing principally for sale are further classified by type of agricul- tural production. Holdings with production mainly for home consump- tion—This type applies to holdings from which more than 50 percent of the agricultural output of the holding is consumed by the holder's household. Holdings with production mainly for sale—Jh\s type applies to holdings where 50 percent or more of the agricultural output is for sale. Holdings producing mainly for sale are further classified according to their most important activity. If 50 percent or more of the value was from one item the holding was named accordingly: 1987 CENSUS OF AGRICULTURE APPENDIX A A-3 vegetable, field crop, fruit and nut, dairy, livestock, or poultry. The remaining two categories of holdings are used when the above do not apply. Mixed holding is one on which no item accounts for 50 percent or more of the value of sales. Ottier liolding is one that does not belong to any of the previous groups. Selected production expenses— Informaton was obtained for six major categories of farm expenses incurred during 1987. 1 Machine hire andcustomworl<—Expenses for machine hire and customwork relate to tractor hire, plowing, and spraying. Any amount spent for the labor involved is considered to be part of the expense. The costs of hauling, trucking, or of exchange work without pay are omitted. 2. /-/ired farm iabor—Expenses for hired farm labor include total cash payments made to family mem- bers and others for farm labor. Payments to per- sons supplied by a contractor or a cooperative organization and paid directly by them or by the crew leader are also included. Payments are excluded for housework, contract construction work, custom- work, and repair and installation work performed by persons specifically employed for the work. 3. Purchases of feed—Expenses for feed for livestock and poultry include total cash payments for pasture used, salt, concentrates, mineral supplements, grain, hay, millfeeds, and any other items purchased for feeding livestock and poultry on the place. Expenses made for the grinding and mixing of feed and the estimated cost of items furnished to the operator by a landlord or others are also included. Payments made by a tenant to a landlord for feed grown on the tenant's farm are excluded. 4. Purchases of insecticides, fungicides, and herbicid- es—These expenses include total cash expenses for all chemicals, sprays, dusts, etc., used to control weeds, pests, insects, or disease on crops and livestock. 5. Purchases offertilizers andmanure—These expenses include the total amount spent for manure and commercial fertilizers of all kinds for use on the farm. 6. Purchases oflivestock andpoultry—These expenses include all cash expenses for livestock and poultry purchased for the place. The cost of livestock and poultry bought and then resold within 30 days is not included. Livestock, poultry, and fish—Data for livestock and poultry show the number on hand at time of enumeration and quantity sold during 1 987. All livestock and poultry on the place were enumerated at the time of the enumeration regardless of ownership. Sales data were collected for all livestock and poultry sold from the place during 1 987, as well as dozens of eggs and quarts of milk sold. Data for pounds of fish caught, pounds of fish sold, and value of sales are for calendar year 1987. Cattle and calves—Includes "milk cows" that were on the place on the day of enumeration and were milked at any time during 1987. "All others" refers to cattle and calves other than milk cows. Livestock sales data are for the calendar year 1 987. Equipment—The following types of equipment on the place at time of enumeration regardless of ownership, were reported so long as they were operable. Tractors—This includes all wheel and tracklaying (crawler) tractors, garden tractors, and homemade trac- tors. Motortrucks—Th\s includes pickup trucks and truck- trailer combinations, and jeeps and station wagons, if used primarily as trucks. /1t/to/77oMes—This includes jeeps and station wag- ons used primarily as passenger cars. Facilities-The presence or absence of electricity and/or piped running water on the place was reported. Electricity— This covers electrical power anywhere on the place including the dwelling of the operator. Piped running water-This covers water in pipelines by a pressure system or by gravity flow from natural or artificial sources. Water from a hand pump was not considered to be piped running water. FARM CLASSIFICATIONS Tables 23, 24, 25, and 26 present detailed data for farms classified by tenure and age of operator, by size of farm, and by value of agricultural products sold. Farms by tenure of operator—Farms were classified by tenure of operator on the basis of information reported for land owned, rented from others, operated under a government permit, operated without a permit (nonpermit- tee), or furnished by the Government of Guam in connec- tion with the operator's living quarters. During the process- ing operations, each report form was coded to indicate whether the operator was a full owner, part owner, tenant, permittee, nonpermittee, or other operator. A-4 APPENDIX A 1987 CENSUS OF AGRICULTURE Full owners—They operate only land owned or land owned plus land operated under a permit, without a permit, or in connection with living quarters furnished by the Government of Guam. Part owners—They operate land owned plus land rented from others. They may also operate land under a permit, without a permit, or furnished by the Govern- ment of Guam in connection with their living quarters. Tenants— They operate only land rented from others or land rented plus land under a permit, without a permit, or furnished by the Government of Guam in connection with their living quarters. Permittees— They operate land under a permit from the Government of Guam, or they may operate some of the land under a permit and the remainder of the land without a permit. Nonpermittees— They operate "borrowed" land. They do not own or rent the land, operate the land under a permit, or use the land under any arrangement with the Government of Guam. Others—They operate land that does not meet the criteria of the preceding groups. All the land they operate is furnished by the Government of Guam in connection with living quarters, or part is operated without a permit and part is furnished by the Govern- ment of Guam in connection with living quarters. Farms by age of operator—Farms were classified by age of operator on the basis of information reported to the enumerator which was entered on the report form. The operator's age was classified into one of the age groups found in table 24. Farms by size—Farms were classified by size on the basis of the total land area established in each one. According to the census definition, a farm is essentially an operating unit, not an ownership tract. All land operated or managed by one person or partnership represents one farm. In the case of share-tenants, the land assigned to each share-tenant is considered a separate farm, even though the landlord may consider his/her entire landhold- ing to be one unit rather than several separate units. Farms by value of agricultural products sold—Farms were classified on the basis of the total value of agricultural products sold. The total was obtained by adding the reported values of all products sold from the farm. The value of vegetables, field crops, fruits and nuts, nursery and ornamental plants, livestock, milk, poultry, eggs, and fish was obtained from the operator at the time of enumer- ation. These values were classified into one of the groups found in table 26. RELIABILITY OF DATA All data compiled originated from a complete enumera- tion and, therefore, are not subject to sampling variability. However, the data are subject to nonsampling errors. Nonsampling errors can be attributed to many sources: inability to identify all cases in the actual universe; inability or unwillingness on the part of respondents to provide correct information; definition and classification difficulties; differences in the interpretation of questions; errors in recording or coding the data obtained; and other errors of collection, response, coverage, and estimation for missing or misreported data. The accuracy of these tabulated data is determined by the joint effects of the various nonsampling errors. The publications Include statistics on the number of farms; land in farms; farm and operator character- istics; livestock, poultry, and their products; crop production and value; operating expenditures; irrigation; and other characteris- tics of farms. Publication order forms may be obtained from Data User Services Division, Customer Services, Bureau of the Census, Washington, DC 20233, any U.S. Department of Commerce district office, or by calling (301) 763-1113. ADVANCE REPORTS (AC87-A-01 -000(A) TO 56-000(A) Advance Reports are published separately for each county (or equivalent) in the United States with 10 farms or more, for each State, and the United States. The reports contain data for all agricultural operations with $1 ,000 or more in actual or potential sales of agricultural products in the census year. The Advance Reports contain final data for major data items together with comparable data from the 1982 census. Included in the reports are data on number of farms, land in farms, size of farms, land use practices, farm operator characteristics, sales expenditures, machinery and equipment, livestock, poultry, dairy products sold, and major crops harvested (which vary by State). No advance reports are available for Puerto Rico, Guam, or the U.S. Virgin Islands. VOLUME 1. GEOGRAPHIC AREA SERIES (AC87-A-1 TO 56) State and County Data (A-1 to 50) are published showing detailed data in national and State tables for the United States, and in county and State tables separately for each State. These reports include data on number and size of farms; crop produc- tion; livestock, poultry, and their products; tenure, age, and occupation of operators; types of organization; value of products sold; and standard industrial classification of farms. VOLUME 2. SUBJECT SERIES (AC87-S-1 TO 6) Agricultural Atlas of the United States (AC87-S-1), formerly the Graphic Summary, presents a profile of the Nation's agricul- ture in a series of dot and multicolor pattern maps. The maps provide displays on size and type of farm, land use, farm tenure, market value of products sold, crops harvested, livestock inven- tories, and other characteristics of farms. Coverage Evaluation (AC87-S-2) provides national and regional level estimates on the completeness of the census, in terms of both the number of farms missed and selected characteristics of those farms. Ranking of States and Counties (AC87-S-3) presents the ranking of the top 20 States and the top 100 counties of importance of selected items from the 1 987 census. Comparative data from the 1 982 census are included in most tables. Tables also show cumulative totals for States and counties. History (AC87-S-4) is a concise description of the major census operations together with facsimiles of selected data tables. It explains the history of the agriculture census, farm definition, data collection and processing, and dissemination of census data. Government Payments and Market Value of Agricultural Products Sold (AC87-S-5) shows detailed data for farms cross- tabulated by combined market value of agricultural products sold and Government payments received, including detailed national data and selected data for each State. ZIP Code Tabulations of Selected Items From the 1987 Census of Agriculture (AC87-S-6) provides tabulations by five- digit ZIP Code for selected items from the 1987 census. Data items include number of farms, land in farms, farms by size, market value of agricultural products sold by size of sale, livestock inventory, cropland harvested, and selected crops. VOLUME 3. RELATED SURVEYS (AC87-RS-1 AND 2) The Farm and Ranch Irrigation Survey (AC87-RS-1) pro- vides statistical data collected from a sample of farm operations from the 1987 Census of Agriculture. The publication offers information on acres irrigated, land use, yields of specified crops, methods of water distribution, quantity of water used by its source, and other irrigation practices. Agricultural Economics and Land Ownership Survey (AC87- RS-2) provides data on indebtedness, expenditures, income and assets for both farm operators and landlords. This report also includes measures of credit used for purchases and expendi- tures, debt by type of lender, assets, off-farm income, and other land ownership data. VOLUME 4. CENSUS OF HORTICULTURAL SPECIALTIES (AC87-HOR-1) This report Includes detailed information on the horticultural establishments with production and sales of $2,000 or more. It provides data on number of establishments, value of sales of horticultural products, type of horticultural products, and kinds of horticultural businesses, for the United States, States, and counties. ELECTRONIC MEDIA Flexible Diskette—The Advance Reports of the 1 987 Census of Aghculture are available on flexible diskettes.
