Morday, June, 23, 1924, the Colonial Council of St. Croix held its last ordinary meeting for the elective period 1923-1924 in the Colonial Couneil Hall in Crristiansted. Present: The Chairman (Robt L. Mer- win), F. Andersen, Halvor Berg, W. S Abramson, F. Coulter, Holger Jessen, D. Hamilton Jackson. Robt. W. Skeoch, thos Ramasay. . B Fleming, D G, Canegata, and William C' o ke, 4th Appointed Meniber (Blackwood) absant from the island; Hth Appeinted Member (Mclntosh) and 3rd Member for Frederiksted Country Distriet (M. M. This matter is down as the sixth item, but it sha!l be dealt witnh first. : Srd Member for Christiansted Town (Aicxander) entered the meetingat uils stage of the proceedings. Item 1. Production of and examination of letter of appointment of the 2nd Ap- puinted Member (William Clarke). The Appointed Member (William Clarke) was present and had handed in his Letter of Appointment, which after having been examined by the Chuncil, was declared in order by 2nd Member tor Christiansted Town (Canegata) as speaker. The Member thereupon teook his seat and signed the oath preseribed i, Puara graphl7 of the Colonia! Law. The Chairman then on behalf of the Council declared that thie Member was en- titled to take his seat and vote in the Council. The Chairman then read a letter from Despatching Secretary (Barrett) dated June 18,1924, transmit ting ccpies of Gen eral Order No 3. recarding Rules and Regulations concerning @ppointmeant to positions under the Government of the Virgin Isiands of the United S:ates ,with the request that they he circulated among members, and which he said had already been done Th> Chairman remarked: At the last meeting of the Courcil the Honocabie 2nd Member for Christiansted District ( Bergiraised the question as to the stat- us of the bth Appointed Member (Meln- tosim), and considering that he, the s'h Appointed Member, has not atiended meetings of the Council for more than six months, and asit is very-lik=2ly that he wiil noi be able to attend meetings in the near future I wrote him the follewing letter, June 17, 1924 Mv Dear Mr. Meclntosh: AU the last meeting of the Council a member raised the question during dis cussion of the res'gnation of 2nd Ap- pointed Member (Noll) as to your seat in th» Couneil. In repiy [ stated that it has been tue cu-tom in the past, when absence has ben caus<ed by illness, not to adhere strictly to Paragreph 34 of the Colonial which reads: “Dep riate for a longer period than four months or other temporary hin- drance which lasts beyond tris period, shall likewise cause the withdrawal of a member.”’ As you have, most unfortunaiely, been absent tfrom the Council much beyond four months and farther [ am soirry to learn you are not likely to be anle to at- tend meetings of the Couneil in the near future, I feel it my official duty to put the question unde-r the cire imstances and that you wouild be 36 good as to alvise me as to your desire and ability to at- tend the meetinzs of the Council; or to ten ler your resignation in contormity.
