MARCH 10, 1924, Mr. MCLEAN (by request) introduced the following bill; which was read twice and referred to the Committee on Territories and Insular Possessions, A BILL to provide a civil government for the Virgin Islands, and for other purposes. (Continued from yesierday’s Avis.) SEC. 3. That no export duties shall be levied or collected on exporis from the Virgin Islands, but taxes and assess- ments on Dproperty, internal revenue, and license fees, and royalties for fran- chises, privileges, and concessions may be imposed for the purposes of the insular and municipal governments, respective- ly, as may be provided and defind by the council of the Virgin Islands. ; SEC.}4. That the capital of the Virgin Islands shall be at the eity of St. Thomas, and the seat of government shall be maintained there, SEC. 5. That all inhabitants in the Virgin Islands continuing to residz there- in or in the United States who were Danish subjects on the 17¢h day of Janu- ary, 1917, :nd then residcd = :aid is- lands, or in the United States and their children born subsequent thereto, are Lereby declared and shall be deemed and held to be citizens of the United States, except such as shall have elected to pre- serve their citizenship in Denmark in ac- cordance with the provicions of the con- vention between the United States and Denmark for the cession of the Danish West Indies, signed at New York, Au- gust 4, 1916. SEC’ 6. That all property which may have been acquired in the Virgin Islands by the United Siates under cessica of Denmark in any public bridzes, road houses, water powers, highways, un- navigable streams and the beds thereof, subterranean waters, mines or minerals under the surface of private lands, a:l the hirbor shores, docks, slips, reclaim- ed lands. and all publie lands, waters and public buildings not heretofore reserved by the United States for public purposes, are hereby placed under the control of the government of tke Virgin Islands, to be administered for the benefit of the Virgin Islands; and that the harbor areas and navigable streams and bodies of water and submerged lands underly- ing the same in and around the Virgin Islands and adjacert thereto are hereby placed under the control of the govern- ment of ithe Virgin Islands: Provided, That all laws of the United States for the protection and improvement of the navigable waters of the United States and the preservation of the interests of pavigation and commere-, except so far as the same may be locally inapplica- ble, shall apply to said islands and waters: Proevided further, That nothing in this Act contained shall be con- strued so as to affect or impair in any manner the terms or conditions of any authorizatiops, permits, or other powers heretofore lawfully granted jor exercised in or in respect of said waters and submerged lands in and surrounding said islands by the Secretary of War or other authorized officer or agent of the United States. SeEc. 7. That the statutory laws of the United States hereafter enacted shall not apply to the Virgin Islands, except when they specifically so provide, or it 1s so provided in this Act. SEC- 8. That all judicial process shall run in the name of ' United States of America, ss, the President of the United States,’”’ and all penal or eriminal pro- secutions in the local courts shall be con- ducted in the name and by the authori y of *‘The people of the Virgin Islands’’: and all officials shall be citizens of the United States, and before entering upon the duties of their respective offices, shall take an oath to support the Consti- tution of the United States and the laws of the Virgin Islands. SEC- 9. That all raports required by law to be made by the governor to any Oi?-‘i?l of the United Srates shall here- after be made to an exzaecut!.: dopait-
