Webster Director Central Intelligence Agency Washington, D.C. 20505 Dear Mr. Webster: As you know, in every Presidential election year since 1960, the Senate and the House have, alternately, published the guide to U.S. Government Policy and Supporting Positions, popularly known as "The Plum Book." This year it will be published by the House, under the auspices of the Post Office and Civil Service Committee. The Office of Personnel Management, as in the past, will be the coordinating agency for this project. I am writing to draw your attention to the importance of this publication in an open society such as ours, and to enlist your support in this undertaking. In order to facilitate communication between agencies and OPM, and to ensure necessary continuity, I request that you select a member of your staff to be the point of contact, and advise Director Horner's designated coordinator, Mr. Hugh Strehle of the Office of Executive Personnel, at the earliest possible date of that person's name and where he or she may be reached. OPM will have further instructions governing coverage and reporting to convey to them. Since our timetable for publication calls for early November, I request that you stress the importance of timely, accurate reporting to your staff so that the book may be published and available for use by interested parties immediately following the election - November 9th, preferably.
