ACT NO. 64% 3 BILL NO. 24-0140 TWENTY-FOURTH LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES Regular Session 2001 To amend title 3, chapter 5, Virgin Islands Code, pertaining to telephone contact with governmental departments and agencies .--0--- WHEREAS, the Legislature finds and declares that the effective maintenance and development of a free and democratic Virgin Islands depends on the right and ability of its citizens and residents to communicate with their government and the nght and ability of the government to communicate with them; and WHEREAS, the Legislature further finds and declares that although advances in technology generally serve the public interest, the excessive use of automated answering systems without sufficient human contact in governmental and public agencies often frustrates and impairs citizens’ ability to communicate with government officials and denies them prompt services, benefits or information; and WHEREAS, the absence of the element of human intervention, characteristic of automated telephone systems, similarly impedes inter-governmental commu …
