Reference memorandum, CESAS-PM-M, 5 December 2013 and revised INPR, subject: Defense Environmental Restoration Program - Formerly Used Defense Sites (DERP-FUDS) Revised Inventory Project Report (INPR) for Property No. I02VI0977, Fort Segarra, Charlotte Amalie, St. Thomas, United States Virgin Islands (USVI). 2. South Atlantic Division (SAD) approves the revised Inventory Project Report (INPR) to administratively realign the former MMRP project into Munitions Response Area (MRA)/Munitions Response Site (MRS) definition currently mandated by the Department of Defense (DoD) and implemented per USACE Handbook on Realignment, Delineation, and MRS Prioritization Protocol Implementation Guidance for FUDS MMRP Realignment v. 1.0.2, dated 1 October 2011. As such, the MMRP project will be delineated into two new MMRP projects and a revision of the original MMRP as reportedly recommended in the Site Investigation and MMRP Project Realignment and Delineation Form of the referenced memorandum and revised INPR. 3. Approval is based upon information from the Revised Inventory Project Report (INPR) for Property No. I02VI0977, Fort Segarra, Charlotte Amalie, St. Thomas, United States Virgin Islands (USVI) received from Jacksonville District (SAJ). 4. This revision does not change the basic footprint of the property or scope of the project. This revised INPR has been coordinated with the Florida Department of Environmental Protection (FDEP). 5. Overall project management of this property is the responsibility of SAJ. The SAJ Project Manager must update the DERP-FUDS database (FUDSMIS) to reflect this approval and follow procedures described in the FUDS Program Policy, ER 200-3-1. The Findings and Determination of Eligibility for this property was previously approved in 1994 and is included here as Enclosure 3. The property was determined to be eligible for inclusion into the FUDS Program. The MMRP project £02Vl097701 is the subject ofthis revision. 3. This is primarily an administrative change to revise the former MMRP project into Munitions Response Area (MRA)/Munitions Response Site (MRS) definitions currently mandated by the Department of Defense (DoD). This revision implements HQUSACE Implementation Guidance for FUDS MMRP Project Realignment dated l October 201 l. to realign the existing MMRP project into separate MMRP projects as identified in the MMRP Site Inspection (SI) and accompanying MMRP Project Realignment and Delineation Form. Two new MMRP projects and a revision to the original MMRP project are proposed. Enclosure 4 contains the Project Summary Sheets for the existing revised project and the proposed MMRP projects. Enclosure 5 is the completed MMRP Project Realignment and Delineation Fonn for your reference. 4. This revision does not change the basic footprint of the property or scope of the project and was performed in accordance with HQUSACl· Implementation Guidance for FUDS MMRP Project Realignment dated 1 October 2011. THOMAS, U.S. VIRGIN ISLANDS (USVI) NOVEMBER, 2013 (Revision Date) PROPERTY NAME: Former Fort Segarra LOCATION: Former Fort Segarra is in St. Thomas on Water Island, USVI, approximately 2 miles southeast of Charlotte Amalie, St. Thomas, USVI. The property is located in the vicinity of Latitude 18° 18’ 41”" N, Longitude 64° 57' 15" W. Former Fort Segarra is within the "At Large" U.S. Virgin Islands Non-Voting Representative Congressional District 98, Environmental Protection Agency Region 2, and zip code 00840. PROPERTY HISTORY: Five areas on Water Island were associated with conventional ordnance activities. Four were sites involved with the coastal defense operations established on the island during World War II. These were the sites originally designated as Fort Segarra. The fifth location was discovered through interviews conducted in regard to the Chemical Corps activities after World War II. One of the military personnel assigned to the project indicated that he had destroyed bursters in Test Area 4. The first area was Battery 314 that was constructed at the top of the hill in the southern portion of the island. Historical documents indicate guns were never installed and the emplacement was not ever operational. Three of the ordnance related areas were associated with 818th Anti-Motor Torpedo Boat (AMTB) Battery. Although the military did not ever install any guns at Battery 314 they did have gun emplacements for the 818th AMTB Battery. The first was at Druif Point consisting of 2- 90mm guns and 2-37mm guns. The second was at Providence Point and had 2-37mm guns. The third feature was an ammunition supply area located near Caroline Point. There have been no reports any munitions items related to these activities being found on the island. One of the military personnel onsite at the end of the Chemical Corps project indicated that he had destroyed excess munitions bursters by detonation in Test Area 4. The area of detonation appears to be location of the dredge cut that connected the former freshwater lagoon area with Flamingo Bay. The US Army Chemical Corps used various portions of Water Island during May 1948 through August 1950 for chemical agent testing under the San Jose Project Test Program. These portions were designated as Test Areas 1 through 8. Another site on Water Island associated with these activities is the Flamingo Bay Landfill area. Available documentation indicates that the tests had actually been conducted only in Test Areas 4, 5, 6, and 8. Enclosure 1 PROPERTY VISIT: There has been several property visits conducted on the Former Fort Segarra by USACE personnel as well as by government contractors. CATEGORY OF HAZARDS: MMRP/CWM PROJECT DESCRIPTION: Project 01:CWM – Flamingo Bay Landfill and Test Areas The 17-acre Flamingo Bay Landfill and Test Areas are located on Water Island approximately two miles from Charlotte Amalie, St. Thomas, USVI. MRS 01 acreage has been revised from 2.29 acres to 17 acres to include the area of the former OB/OD Demolition Area (Test Area 4), Test Area 5 and Test Area 8 investigated in the EE/CA, CWM Scoping and Security Study and Removal Action Documentation Report for the Landfill. The MRS was used by the Army Chemical Corps from 1948 to 1950 for static testing of Chemical Weapons Munitions (CWM) as part of the Tropical Test Program. CWM testing was conducted at Test Areas 4, 5, 8 and possible CWM debris was found at the Landfill Area. Other areas were tested for CWM but as a result of multiple field investigations the area of concern was narrowed to Test Areas 4, 5, 8 and the Landfill. Five CWM static tests were conducted in Test Area 4. Testing included static tests with M70 bomb (HD-filled) and tests with E-23 smoke posts filled with (GA), (HD) and (HQ). There is no historic evidence that CWM was tested at Flamingo Bay Landfill Area. In 1966 during dredging operations two suspected CWM munitions (M70 and M78) were discovered approximately 20-feet below ground surface. An EOD Team from Roosevelt Roads vented and disposed of the bombs. There is no mention of chemical release from the munitions in the report. During the 1991 field visit a 500-lb. bomb filled with concrete was found by the field visit team. A one ton metal container suspected of being a storage device for CWM testing was located in the landfill. Neither the container nor bomb had any evidence of CWM. Although there is no formal certificate of clearance that could be found during historic records research there is evidence that remaining CWM munitions were shipped to Dugway Proving Grounds or dumped at sea. Water Island is owned by the National Park Service but is administered by the USVI. The current use of the area is residential and some aquatic sports activities such as diving and boating. The project is in the LTM Phase. The first Five-Year Review was completed in June 2012 and the next Five-Year Review is scheduled for 2017. The remedy is in place and consists of warning signs at the dock areas and public education materials. Enclosure 1 Project 03: MMRP – OB/OD Demolition Area The 818 acre OB/OD Demolition Area is located on Water Island approximately 2 miles southwest of Charlotte Amalie, St. Thomas, United States Virgin Islands (USVI). The Demolition Area was used by the U.S. Army in 1950 to detonate burster charges. In 1966 this area was dredged and is now covered with water and under the lagoon. In 1950 burster charges were detonated in the Demolition Area. The charges were detonated three boxes at a time. There have been no reported findings of MEC/MC since closure. A plan for clearance was issued in 1950. This clearance was described as Plan D for conventional munitions. The 2002 ASR states that "items such as VT fuzes, high explosives, smoke grenades, bursters, boosters, and other munitions of war would probably be sent aboard the Sgt. George Peterson to New York beginning around 11 May 1950." No formal copy of an actual clearance has been found to date. The MRS is owned by the National Park Service. There has been no sampling for munitions constituents. No further investigation for MEC or MC is warranted. The project is NDAI'd. Project 04: MMRP – AMTB The 67,989 acre land and water (1 acre land and 67,988 acres water) AMTB range is located on Water Island that is approximately 2 miles southwest of Charlotte Amalie, St. Thomas, United States Virgin Islands (USVI). The range was used by the U.S. Army 818th Anti Motor Torpedo Boat Battery from 1943 to 1945. One battery consisting of two 90mm and two 37mm guns was located at Druif Point and the other battery consisting of two 37mm guns was located at Providence Point. These artillery positions were used to defend Charlotte Harbor from motor torpedo attack. In June 1945 the Army deactivated the 818th Battery and the property was declared excess in 1946. Munitions suspected to have been on the MRS would consist of various types of 37mm and 90mm artillery rounds including burster charges. There have been no findings of MEC/MC since closure. A plan for clearance was issued in 1950. This clearance was described as Plan D for conventional munitions. The United States of America acquired fee title to Water Island, consisting of approximately 500 acres, more or less, by condemnation action in 1944. Water Island was acquired for an Army coastal defense installation known as Fort Segarra. 2. The Army constructed 53 structures, including barracks, gun emplacements, watch towers, underground bunkers, and other military facilities on Water Island. The Department of the Army's Chemical Warfare Division utilized the island to conduct secret experiments with poison gases until 1950. 3. The Army determined the property was surplus to their needs and turned it over to the Department of the Interior (DOI) by an indefinite, revocable permit in 1950. DOI, assigned the permit to the St. Thomas Development Authority in 1951. The St. Thomas Development Authority leased Water Island to Water Island, Inc., a local development corporation. On 11 July 1952, Public Law 511 (82nd Congress) authorized the transfer of Water Island from the Department of the Army to DOI. On 10 December 1952, DOI executed a new lease to Water Island, Inc., which proceeded to develop the island into a resort, with many subleases. Water Island, Inc. is still the lessee of DOI. DETERMINATION Based on the foregoing Findings of Fact, Fort Segarra (Water Island), USVI, has been determined to be formerly used by the Department of Defense. As a result of the MMRP Realignment, the original MMRP Project, Project 01, is now limited to the Munitions Response Site (MRS) identified as Flamingo Bay Landfill and Test Areas/MRA ID 01M01. Although the description of this project is now limited to a specific geographic area, the integrity of the original project scope will be maintained by the combination of all MMRP project scopes. The 17-acre Flamingo Bay Landfill and Test Areas are located on Water Island approximately two miles from Charlotte Amalie, St. Thomas, USVI. Code: CESAJ-PM-M Date: Justification for MMRP Project Designation Recommendation: (Clear and convincing justification must be provided using the eight Modifying Criteria in the MMRP Project Splitting Policy - The eight modifying criteria are 1) Geographic Setting, 2) Anticipated Response, 3) Management Efficiency, 4) Land Use, 5) Stakeholder Input, 6) Risk Management, 7) Performance Goals, and 8) Project Complexity) Project/MRS 01 Flamingo Bay Landfill and Test Areas (MRA ID 01M01) consists of the former Landfill Burial Pit (Flamingo Bay) (MRA ID 01M01) and Test Areas 4, 5, and 8 of the former OB/OD Demolition Area (Test Area 4) (MRA ID 01R01), which were addressed by the 2005 EE/CA and the 2007 CWM Scoping and Security Study. The EE/CA recommended institutional controls. In addition, a removal action was recommended for the Flamingo Bay landfill area. The 2007 CWM study recommended RA-C (Remedial Action – Construction). A removal action for the landfill area was completed in December 2008. The MRS continues in LTM with the First Five-Year Review Report completed in June 2012. Project/MRS 03 OB/OD Demolition Area (MRA ID 01R01) is created to address the former demolition area not included in Projects 01 and 04. The Project is recommended for NDAI. The Draft MRS score is based on historic use. Project/MRS 04 AMTB (MRA ID 01R02) is created to address two artillery areas associated with the 818th AMTB Battery. Gun emplacements were located at Druif Point (2-90mm guns and 2-37mm guns) and at Providence Point (2-37mm guns). The Project is recommended for NDAI. The Draft MRS score is based on historic use. Explanation of Acreage Changes MRS 01 acreage has been revised from 2.29 acres to 17 acres to include the area of the former OB/OD Demolition Area (Test Area 4), Test Area 5 and Test Area 8 investigated in the EE/CA and CWM Scoping and Security Study. MRS 03 has been revised to exclude the overlapping acreage of MRS 01 and MRS 04. The acreage for MRS 04 has been rounded from the original 67,989.13 acres to 67,989 acres. As a result, the total MRS acreage is revised and rounded from the original 69,145.35 acres to 68,823 acres.
