Döös III WCEC, FMP, CFSE, EDK Executive Director admin@victeb.com Email: CTEB@victeb.com Board of Directors Chairperson & Certifications Addendum: Recommended Legislative Action Enforcement Mechanism for the Virgin Islands Board for Career and Technical Education (VIBCTE) To ensure that the Virgin Islands Board for Career and Technical Education (VIBCTE) can fulfill its statutory obligations under Title 17, Chapter 23 of the Virgin Islands Code, we respectfully propose that the Legislature establish and support the following enforcement mechanisms: 1. Statutory Compliance Requirement Amend Title 17 to include explicit language stating that: “No Career and Technical Education (CTE) program may operate within the Territory without programmatic approval and ongoing oversight from the Virgin Islands Board for Career and Technical Education.” This clause would formalize the Board’s authority to approve, monitor, and, if necessary, suspend programs that do not meet CTE standards. 2. Conditional Funding Authority Authorize VIBCTE to: • Certify local CTE programs as a condition for receiving local or federal pass-through funding, including but not limited to Perkins V. • Coordinate with the Office of Management and Budget (OMB) and the Department of Education to ensure that fund disbursement aligns with compliance requirements. 3. Instructor Certification Enforcement Establish legal authority for the Board to: • Suspend or revoke the instructional eligibility of individuals who fail to maintain certification. • Require annual program reviews and verification of instructor qualifications in partnership with UVI CELL and the Virgin Islands Board of Education. 4. Compliance Reporting Framework Mandate that all public and charter schools offering CTE programs: • Submit quarterly compliance reports to VIBCTE, covering curriculum alignment, certification updates, credentialing outcomes, and use of federal/local CTE resources. • Participate in scheduled site evaluations by VIBCTE to ensure adherence to standards. These actions will ensure that the Board not only has the authority but also the necessary tools to enforce high- quality, compliant, and future-ready Career and Technical Education throughout the Virgin Islands.
