London, November 24th.—The eagerly awaited debate in the House of Com- mons on the Irish question. was inau- gurated this afternoon when Mr. As- quith moved a resclution expressing ab- horence of the recent Dublin assassina- tions, comdemnation of reprisals and urging the taking of immediate steps to bring apout Irish pacification. The motion was a composite resolution com- bining the independent liberal and la- bour motions .and sponscred by Mr. As- quith, Sir Donald Maclean and Mr.. Ar- thur Henderson. Mr. Asquith, ampii- fying the subjects set forth in the res- olution, condemned what he termod the Gnvernment’s policy of reprisals’ which had driven moderate nationalists opinior in Ireland into an attitude, not . ©of sympathy with, at least of supine . indifference to anarchic action. Mr. As- guith declared that there was only one ~ way for escape and the first step lay with the Government. This, he szid, was to discontinue the reprisals. Those who set up to make the Irish question an issue, rather than Anglo-American friendship, were covered with defeat. With regard to the reprisals charge the chics secretary declared there was not a single authenticated ecase of anything called a reprisal having taken place un- der an officer. He cited an instance of soldiers who lost their heads because of the murder of a lieutenant of whom they were very fond, and had started "firing another officer drew a revolver and threatened to kill any soidier who did not stop shooting, with the re- sult that the men stopped. The Crown forces were daily growing more effec- tive It was true that more of them were being murdered, fbut that was be- ‘cause they were asserting the author- ity of the Crown. Extracts from a docu- ment which had bo®y vecdently eaptured were read to show that £7,600 had been spent in organizing the headquarters staff of the Repubiican army since July. .
